Deputy Prime Minister Alexei Overchuk took part in the December 24 meeting of the Eurasian Economic Commission Council via videoconference.
The council reviewed the urgent tasks of further developing Eurasian economic integration. A special focus was given to trade in medical devices and agriculture, the application of special customs procedures and coordinating the energy policy in the Eurasian Economic Union (EAEU).
The conferees approved the use of a special customs procedure for goods imported for organising the UEFA Champion League’s finals in St Petersburg in 2022. This procedure relieves importers from paying customs duties and taxes on these goods. In addition, they do not have to confirm compliance with non-tariff regulations, phyto-sanitary and veterinary measures. This will ensure the smooth import of goods for the Champions League by lowering administrative barriers for imports and exports.
The participants also endorsed a draft agreement on the rules of issuance, use and repayment of warehouse certificates on agricultural products. The draft provides for uniform approaches to the use and termination of warehouse certificates, requirements for standard public storage agreements, and granting warehouses the right to issue warehouse certificates. The document also describes the areas for ensuring government oversight in this area and lists the mandatory information to be included on a warehouse certificate.
The participants also amended the rules for determining the country of origin for state purchases. They reviewed the introduction of new amendments to the agreement on the uniform principles and regulations of using medical devices (medical goods and medical equipment) that concerns extending national registration terms for one year – until December 31, 2022. The parties to the agreement endorsed a decision to submit the protocol to interstate procedures and for signing. The protocol supplements the earlier approved predecessor on introducing amendments to the agreement that extends the use of previously registered medical devices until the expiry of their registration certificates.
The Eurasian Economic Commission Council will hold its next meeting in Moscow on January 21, 2022.
