The meeting, which was chaired by Head of the Republic of Tatarstan and Chair of the Strategic Vision Group Rustam Minnikhanov, was attended by Deputy Chief of Staff of the Presidential Executive Office Magomedsalam Magomedov, Presidential Plenipotentiary Envoy to Volga Federal District Igor Komarov, international colleagues and spiritual leaders.
Marat Khusnullin began his address with reading out greetings from President Vladimir Putin, who pointed out that cooperation between Russia and Islamic states is based on common values, respect for cultural and civilisational diversity, and commitment to dialogue and partnership. The President also said that it is symbolic that the forum is being held in the Republic of Tatarstan, where people cherish traditions of interethnic accord, and that its hospitality confirmed Kazan’s status as the cultural capital of the Islamic world.
“We have met at a momentous time when Russia is living under the pressure of the collective West, and the conflict is intensifying in the Middle East. Strategic partnership between Russia and Muslim countries is acquiring special significance in this situation. One of the goals of the Russia-Islamic World Strategic Vision Group is to strengthen mutual understanding and direct contacts between our countries. Now that dialogue is in short supply, the Group should provide a venue for coordinating our search for peaceful solutions. Our long-term cooperation shows that our nations have largely similar values. I am sure that only by joining forces and relying on our traditional values, mutual respect and pursuit of justice will we create a prosperous future for our nations and well-being for the future generations,” Marat Khusnullin said.
This year, the Strategic Vision Group will celebrate its 20th anniversary on the sidelines of the KazanForum. The Deputy Prime Minister noted that economic ties between Russia and the countries of the Organisation of Islamic Cooperation are growing stronger thanks to the Group’s activities. In 2025, the total volume of Russia’s trade with OIC countries increased by 5.9 percent, and Russian exports there grew by 8.3 percent.
Head of the Republic of Tatarstan and Chair of the Strategic Vision Group Rustam Minnikhanov stated that the global system of international relations began to change dramatically at the turn of the 21st century, with the shaping of a new multipolar world becoming a major trend. These elements fostered the search for mutual understanding between Russia and Islamic World countries.
“Relations between Russia and the countries of the Organisation of Islamic Cooperation have become more constructive, comprehensive and multilateral. This has strengthened our dialogue and mutual understanding, and expanded the territory of our cooperation. The similarity of our views on the key issues of international politics, and our common moral values are particularly important for our country, a multi-ethnic state with a unique experience of developing dialogue with traditional religions. A vibrant example of this coexistence is the Kazan Kremlin, which includes the Kul Sharif Mosque and the Orthodox Cathedral of the Annunciation. Overall, the Russia-Islamic World Strategic Vision Group has always been committed to the principles of equality and justice. In this difficult period, Russia continues working towards a multipolar world, the sovereign equality of states, respect for their right to independently choose their social, political and economic development models, the diversity of cultures, and reliance on spiritual and moral principles,” Rustam Minnikhanov said.
The Russia-Islamic World Strategic Vision Group was established in 2006 as an international platform for dialogue between Russia and Muslim countries. It brings together government officials, diplomats, experts, religious leaders, and representatives of civil society.
