Excerpts from the transcript:
Mikhail Mishustin: Mr Kasymaliev, friends.
I am genuinely pleased to welcome you to hospitable Yekaterinburg, home of the INNOPROM Exhibition.
I would like to begin by asking you to convey my warmest greetings and best wishes to the distinguished President of Kyrgyzstan, Sadyr Japarov, from President Putin and myself.
We highly value our friendly and neighbourly relations. Russia and Kyrgyzstan are strategic partners in Central Asia. We ensure the implementation of decisions taken by our leaders at the governmental level. Despite external challenges, our trade and economic cooperation is moving forward successfully. Our trade is steadily growing, and Russian investment in the Kyrgyz economy is also on the rise, which is important.
Practical issues are tackled by the intergovernmental commission, which is co-chaired by Mr Overchuk on the Russian side and you, Mr Kasymaliev, co-chair it on your side.
Russia and Kyrgyzstan boast significant potential for cooperation, primarily in the manufacturing industry — and we will look at what we can do in this department — as well as in energy, transport, digital technologies, and infrastructure development. Our common goal is to ensure comfortable conditions for the effective operation of joint enterprises and to safeguard the interests of businesses, both Kyrgyz businesses in Russia and Russian businesses in Kyrgyzstan.
Russia is making a significant contribution to ensuring Kyrgyzstan’s energy security. We are discussing approaches to create nuclear power generation, working extensively to promote the use of renewable energy, and are building a solar power plant in the Issyk-Kul Region.
We traditionally pay special attention to humanitarian ties which provides a foundation for friendly and partnership relations. We are expanding exchanges in education, science, and culture, and strengthening youth and interregional contacts.
We have an extensive agenda to work on, Mr Kasymaliev. I’m pleased to give you the floor.
Adylbek Kasymaliev: Thank you very much, Mr Mishustin.
Please accept my sincere gratitude for the traditionally warm welcome and hospitality. Yesterday, we had a substantive and candid exchange, where we discussed in detail key bilateral issues and outlined further steps to strengthen and expand cooperation.
We highly value your unwavering attention to promoting relations between our countries and your personal contribution to strengthening strategic partnership and alliance.
I gladly accepted your invitation to take part in the INNOPROM International Industrial Exhibition which I regard as a good opportunity to strengthen practical cooperation between our countries.
Over the years of its existence, INNOPROM has established itself as a leading international platform for showcasing advanced technologies, discussing pressing industrial development issues, strengthening international cooperation, and establishing new business contacts.
Kyrgyzstan presents its national booth at the exhibition every year. For us, participating in INNOPROM is of particular importance, as it allows us to demonstrate our country’s industrial and investment potential and adopt advanced experience in industrial innovation.
We are ready and willing to continue engagement on this platform.
Mr Mishustin, today our countries maintain an intensive political dialogue at the top and high levels. Trade, economic, investment, and interregional cooperation are making strides. Meaningful joint projects serving the interests of our states and peoples are being implemented as well.
You mentioned this in your remarks.
We look forward to the upcoming visit to the Kyrgyz Republic of the distinguished President of the Russian Federation, Vladimir Putin, to participate in the summit of the SCO heads of state, which will take place on August 31-September 1. Without a doubt, this visit will be an important bilateral event and give a boost to strengthening mutually beneficial cooperation.
With regard to the events held at our level, the Kyrgyz side looks forward to your visit to Kyrgyzstan to participate in a meeting of the Eurasian Intergovernmental Council in Cholpon-Ata on the shores of Issyk-Kul on August 6–7.
The Kyrgyz-Russian Economic Forum will be held on the sidelines of the meeting. The forum is an annual event made possible by the Kyrgyz-Russian Development Foundation. A Kyrgyz-Russian Interregional Conference will be held on the sidelines of the meeting as well.
In addition, an exhibition and trade fair featuring regions and business circles from both countries will be held as part of the forum. We count on broad and representative participation from the Russian side, including members of the Government, heads of constituent entities of the Russian Federation, business leaders, and representatives of the expert community. I have no doubt that the upcoming event will not only allow us to look back at our performance but also to define new practical areas of cooperation.
In this regard, I would like to ask you to help us make sure that representatives of the Russian delegation participate in these events.
Mr Mishustin, I would like to close by saying that yesterday’s and today’s negotiations have confirmed the high level of Kyrgyz-Russian strategic partnership and alliance, as well as the mutual willingness of the parties to further deepen practical cooperation.
The Kyrgyz side is resolved to engage in consistent implementation of the existing agreements, the launch of new joint projects, and the further strengthening of cooperation with the Russian Federation across all areas of mutual interest.
See you soon in Cholpon-Ata.
