Deputy Prime Minister of the Russian Federation Alexei Overchuk took part in a meeting of the Council of the Eurasian Economic Commission, during which matters concerning the further development of the Union, the deepening of economic integration, and the improvement of the activities of the EAEU institutions were examined.
In particular, the Commission’s report on the progress of the implementation of the general principles and approaches to ensuring food security of the member states of the Eurasian Economic Union was approved. The high level of self-sufficiency in food from domestic production was noted, which exceeds 90 percent for a number of goods. Based on the results of the report, proposals were formulated for the further improvement of mechanisms for ensuring food security, including the implementation of joint research work, cooperation projects, and digital solutions, as well as the improvement of mutual trade instruments and the development of mechanisms for forecasting and coordinating agricultural product supplies.
A draft Agreement on a Standardised Licence in the Banking and Insurance Services Sectors within the Framework of the Eurasian Economic Union was also approved. The draft agreement has been forwarded to the member states of the Union to carry out the domestic procedures necessary for its signing. It defines the procedure and conditions for issuing a standardised licence, the procedure and grounds for revoking a standardised licence, and the requirements for the applicant and the licensee.
The Council of the EEC approved the Commission’s annual report “On the crediting and distribution of amounts of import customs duties among the budgets of the member states of the Eurasian Economic Union in 2025” and the report on the execution of the Union’s budget for 2025.
The meeting participants listened to the report on the development of the system for marking goods with identification tags in the Eurasian Economic Union. At present, decisions have been adopted in the EAEU on the introduction of Union marking for 30 groups of goods. A draft instruction of the Council of the Commission was approved, providing for work aimed at developing coordinated approaches to verification and mechanisms for verifying the legality of the release into circulation of marked goods.
By a decision of the Council of the EEC, amendments were made to the Rules for the Mutual Recognition of the Results of Work on Ensuring the Uniformity of Measurements with regard to establishing the possibility of mutual recognition of the results of work on the calibration of measuring instruments.
The meeting participants approved a cooperation project to create production capacities for the manufacture of refrigeration equipment. Financial support from the budget of the EAEU will be provided for the implementation of the project.
At the initiative of the Russian side, the Council of the Commission adopted a decision establishing an obligation for the Commission and the authorised bodies of the member states of the Union to apply good regulatory practices in the regulation of medical products, as adopted by the World Health Organisation. The application of good regulatory practices is envisaged in the implementation of activities related to the development and adoption of acts in the sphere of circulation of medicinal products, the conduct of preclinical and clinical studies, expert examination, pharmaceutical inspections, the production, storage, and wholesale sale of medicinal products, and in other areas. The introduction of good regulatory practices and a positive assessment by the regulatory authorities of the member states of the Union creates advantages for the development of the pharmaceutical industry and the common market of medicinal products of the Union, including an increase in export potential and confidence in pharmaceutical products manufactured within the territory of the Union.
