Russia’s participation in multilateral agreements, international organisations and associations (other than the CIS)
Information technology sector
Russia has become a founder of the World Artificial Intelligence Cooperation Organisation (WAICO). Its constituent agreement was signed in Shanghai on the eve of the World Artificial Intelligence Conference.
In accordance with the Russian Government’s decision, the agreement was signed by Minister of Digital Development, Communications and Mass Media Maksut Shadayev.
“Artificial intelligence is developing rapidly in Russia. We are one of the few countries, which have their own large language models. This enables us not only to share our developments and expertise, but also to efficiently adopt the best world practices. This is why international cooperation in the sphere of AI is of special importance for us. This area has been accorded a special emphasis in the law on AI, which confirms the system-wide nature of the government policy in this sector. We consistently advocate establishing transparent regulations for extraterritorial technologies. I believe that our active involvement in the organisation will help strengthen the global technological dialogue and effectively promote Russian developments and competences on foreign markets,”said Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office Dmitry Grigorenko supervising AI development.
The organisation’s goal is to expand international cooperation in the sphere of AI in compliance with the UN Charter, increase the accessibility of AI technologies and services and advance safe, ethical and trustworthy AI solutions.
Among the main functions of the organisation are increasing the alignment of technical standards, promoting functional compatibility of solutions and encouraging efforts to develop an open-source ecosystem.
