Deputy Prime Minister Marat Khusnullin has met for talks with Minister of Environment, Urbanisation and Climate Change of the Republic of Türkiye, Murat Kurum. The meeting focused on prospects for cooperation in the construction sector, with the sides exchanging expertise in earthquake engineering and discussing the implementation of joint projects.
“Russia attaches great importance to cooperation with Türkiye in the construction industry. Turkish contractors are extensively involved in projects implemented in our country. Türkiye remains our major trade and economic partner despite external restrictions. Since our meeting in 2024, the relevant authorities have stepped up their cooperation, with the Russia–Türkiye Working Group on Urban Development having already held two meetings since its establishment. We reaffirm our proposal to conclude an intergovernmental agreement on cooperation in urban development. I would like to thank the Turkish side for its constructive engagement,” Marat Khusnullin said.
The Deputy Prime Minister outlined several promising areas for cooperation with Turkish partners, including the development of master plans, the implementation of urban renewal programmes, the digitalisation of the construction sector, the acceleration of construction procedures, and the application of advanced mechanisms for managing infrastructure projects.
He also noted that Russia is making extensive efforts to develop key residential communities under the Infrastructure for Life national project. Weekly coordination meetings with regional governors take place as part of this initiative, involving 22 federal ministries and all 89 Russian regions. According to Marat Khusnullin, the experience and best practices gained through this work could be of interest to the Turkish side.
Particular attention during the talks was given to Türkiye’s experience in rebuilding areas affected by the devastating earthquakes of 2023. Marat Khusnullin noted that, within a relatively short period, Türkiye had succeeded in implementing one of the world’s largest housing and urban infrastructure reconstruction programmes while simultaneously improving its urban planning system and enhancing seismic resistance requirements for buildings. He added that the Russian side is interested in studying the effective solutions used in organising these restoration efforts.
The discussions also covered cooperation between banking institutions, including prospects for collaboration between DOM.RF and a Turkish bank.
Murat Kurum’s visit is taking place ahead of the 31st UN Climate Change Conference of the Parties to the UNFCCC (COP31), which is scheduled to be held in Antalya, Türkiye, in November 2026.
The talks were also attended by Deputy Chief of Staff of the Russian Government Executive Office Elmir Tagirov; Russian Minister of Construction, Housing and Utilities Irek Faizullin; Ambassador-at-Large of the Russian Foreign Ministry and Special Envoy of the Russian Foreign Minister for Climate Issues Sergei Kononuchenko; Deputy Minister of Environment, Urbanisation and Climate Change of the Republic of Türkiye Fatma Varank; and Ambassador Extraordinary and Plenipotentiary of the Republic of Türkiye to Russia, Tanju Bilgiç.
