The agenda: writing off debt on regional budget loans, allocating funds to support energy infrastructure in the border regions, and preserving cultural heritage sites.

Good afternoon, colleagues.
Before we move on to our agenda, I will tell you about several recent decisions.
As per the President’s instructions, we continue working to reduce the debt burden of the regions and support business activity there.
We are writing off two thirds of budget loan debts. This year, we have reduced these debts by over 260 billion roubles for 60 regions. We will now reduce them by another 17 billion roubles, this time for the republics of Daghestan, Kalmykia and Mordovia, as well as for the Amur, Astrakhan, Vologda, Kirov, Kostroma, Kursk, Murmansk, Penza, Pskov, Ryazan and Sverdlovsk regions, as well as the Jewish Autonomous Region, the Khabarovsk Territory and the Chukotka Autonomous Area. We have received confirmation of the targeted use of funds allocated to them.
These constituent entities of the Russian Federation participated in the implementation of national projects, improving the housing and utilities infrastructure, developing backbone settlements, as well as implementing urban development plans in the Far Eastern Federal District and the Arctic zone.
Funds were also allocated for the recapitalisation of regional industrial development funds, guarantee and financial support of investment projects, the upgrade of public transport, and the relocation of people from dilapidated housing.
The resources added to regional budgets can be used to improve the quality of people’s lives and to support projects aimed at boosting economic growth in the constituent entities. This work will continue.
Today we will talk about border regions.
The President emphasised that we must provide them with all necessary assistance, creating conditions for the people to stay in their native regions and have development opportunities. The Government is systematically doing this, in particular, trying to enhance the reliability of energy infrastructure. With this aim in view, we have already allocated about 500 million roubles to the Belgorod Region, where they were used to purchase generators.
We will allocate another 830 million roubles for this today, so that the region can additionally purchase equipment and create backup power supply. This will help ensure uninterrupted electricity and heating supply for apartment buildings, schools, kindergartens, hospitals, outpatient clinics and other socially significant facilities.
I would like the Energy Ministry to promptly transfer funds to that Russian region so that it can address its priorities to ensure a high quality of life for the people.
Another issue we will discuss today concerns the amendment of legislation to preserve our cultural heritage.
Acting on instructions from the President, we are improving the cost management and budgeting system for the restoration or reconstruction of historical monuments and archaeological fieldwork.
Today, all projects in this sphere are implemented on the basis of documents adopted in the 1980s and 1990s, which do not reflect the real cost of cultural heritage restoration.
The President pointed out that our cultural heritage is our national identity, which is a matter of pride for us.
The Government held an in-depth discussion of these issues during a strategic session and a recent meeting with Valentina Matviyenko and members of the Federation Council. The draft law prepared following them stipulates, in part, a procedure for cost estimation and expenditure norms for restoration projects and archaeological fieldwork standards.
The restoration of monuments of culture and history involves special materials and products, cutting-edge technologies, and top-notch professionals. This federal law is expected to become effective in September 2027.
We believe that these decisions will help preserve our heritage, and that more monuments will be open to the people after restoration, helping them to learn more about the history of our country.
