Good afternoon, colleagues.
I would like to begin by expressing my sincere gratitude to Shavkat Mirziyoyev and all our partners in Uzbekistan for their traditional hospitality, warm welcome and the outstanding arrangements for this forum. It has every right to position itself as a major platform bringing together government officials, business leaders, experts and investors for discussing the most urgent and pressing matters on the cooperation agenda.
The global economy is undergoing a profound transformation these days amid growing turbulence and escalating trade wars, the wide application of protectionist measures and unfair competition. Of course, all this means that we, our countries, must work on systemic objectives. The way we address them will define whether we succeed in fostering steady economic development for our countries and improving the quality of life for our people.
It is for this reason that we are taking a closer look at the manufacturing, technological and logistics chains, developing new financial and investment tools, and reinforcing interstate partnerships for working together on responding to the challenges we face today.
Our countries have been effective in their effort to deliver on this vision.
At the St Petersburg International Economic Forum, President Vladimir Putin said that Uzbekistan is an important link between Russia, Central and South Asia, China and the Middle East.
We have elevated our bilateral cooperation to a whole new level. Economic ties have been expanding, there is more cooperation in manufacturing, and region-to-region ties have also been enjoying positive momentum.
We continue working together on reinforcing food security, as demonstrated by the fact that trade in agricultural products increased by a factor of almost 1.5 in the first four months compared to the same period last year.
Russia is among the leading investors in Uzbekistan’s economy with about 3,000 Russian companies working here on some 150 major investment projects whose total worth has already exceeded 4 trillion roubles.
Our development institutions have also been proactive, including VEB.RF group and its affiliate, the Russian Export Centre.
There is a plethora of avenues for expanding our cooperation, primarily in the energy sector.
On the sidelines of the forum in St Petersburg, Vladimir Putin and Shavkat Mirziyoyev launched the construction of Uzbekistan’s first energy block for its integrated nuclear power station. It will be built according to a Russian design.
Russian companies deliver energy resources to the republic. They are expanding the fuel station network in the country. A joint centre for managing drilling operations has been created, and there is a massive project to upgrade the Central Asia – Centre gas pipeline to increase its capacity. There is an effort to develop new hydrocarbon deposits.
Russian engineers have been accompanying projects to build Uzbekistan’s biggest hydropower plants.
All this ensures that people and businesses benefit from stable energy and power supply, while also providing a powerful impetus for the related sectors. There are many similar examples of mutually beneficial initiatives, and there can and should be even more.
Cooperation in manufacturing has reached a new level. We are working together to create the necessary infrastructure, including by developing joint technology parks, which have already opened in the Tashkent and Jizzakh regions. An industrial park opened in Navoi in April.
Construction is underway on a railway rolling stock manufacturing cluster in Uzbekistan, as well as assembly facilities for the production of commercial vehicles.
Russian businesses are present across virtually the entire territory of the republic. We can already see the results of our joint efforts: new jobs are being created and the output of in-demand products is growing.
The Russian Government remains committed to strengthening trade and economic cooperation with Uzbekistan.
To further support important business initiatives, a joint investment platform has been launched. The first pilot projects have already received financial backing. I am confident that many more companies will take advantage of this opportunity.
In his remarks at the St Petersburg International Economic Forum, the esteemed President of Uzbekistan, Shavkat Mirziyoyev, put forward a number of important initiatives. Above all, these include a Eurasian technological industrialisation belt aimed at establishing full-cycle production chains, from technology development to access to international markets. He also proposed the creation of a joint digital ecosystem incorporating artificial intelligence, a unified digital employment profile and a human capital development platform.
Esteemed President Mirziyoyev, as instructed by the President of Russia, the Russian Government is already working on all of these proposals.
At the forum, you also suggested establishing a cultural tourism corridor from Samarkand to St Petersburg. As early as tomorrow, we will be discussing these initiatives at the international conference on strengthening cultural ties and developing creative industries in St Petersburg.

I am confident that we can take our cooperation to an even higher level for the benefit of our citizens by drawing on the rich economic potential of Russia and Uzbekistan, building on our strategic partnership and alliance and launching promising new projects. I hope that the business communities and entrepreneurs of our two countries will play an active role in this work.
