Deputy Prime Minister Dmitry Chernyshenko held a meeting with Permanent Deputy Prime Minister of Vietnam and Co-Chair of the Russian-Vietnamese Intergovernmental Commission on Trade, Economic, Scientific and Technical Cooperation Pham Gia Tuc on the sidelines of the St Petersburg International Economic Forum. This was the first meeting of the Co-Chairs following Pham Gia Tuc’s appointment.
Dmitry Chernyshenko congratulated the Permanent Deputy Prime Minister of Vietnam on his appointment and provided information on bilateral cooperation.
“Bilateral trade between Russia and Vietnam increased by 5.7 percent in 2025. In January-March 2026, trade between our countries grew by 12 percent. In January 2025, we signed a comprehensive plan for expanding Russian-Vietnamese cooperation until 2030 with your predecessor, Comrade Tran Hong Ha, and I am confident that we will be able to achieve all the objectives set,” Dmitry Chernyshenko said.
The Russian Deputy Prime Minister noted positive dynamics in the tourism sector. In 2025, tourist flows from Russia to Vietnam almost doubled, reaching 690,000 people. In the first four months of this year alone, around 500,000 Russian citizens visited Vietnam. At the request of the Vietnamese side, work is under way on the conclusion of an intergovernmental agreement on visa-free group tourist travel.
The increase in tourist flows has been positively influenced by the growth in the number of flights and the expansion of air route geography. Last week, VietJet Aviation launched flights from Da Nang to Kazan.
Dmitry Chernyshenko also noted positive dynamics in the development of a convenient payment infrastructure between the two countries.
In addition, work continues on the launch of the Pushkin Centre. A governing council has been set up with the participation of representatives of both countries, and recently, on the sidelines of the Third Forum of Russian and Vietnamese University Rectors, the regulations governing the Centre’s activities were signed in Hanoi. Work is also underway on the project for a Russian school in Hanoi.
“To realise the agreements between our countries, we must expand cooperation and raise the level of the comprehensive strategic partnership between Vietnam and Russia to a new stage of development. In order for cooperation between our countries to be practical and productive, it must reflect good diplomatic relations and trust, in the interests of our states and peoples. We believe that the mutual desire for friendship will contribute to strengthening relations between our countries, making them effective in all areas – the economy, culture, science and technology, education, and personnel training ,” said Permanent Deputy Prime Minister of Vietnam Pham Gia Tuc.
Dmitry Chernyshenko, together with President of the Kurchatov Institute National Research Centre Mikhail Kovalchuk and Deputy Minister of Science and Higher Education Konstantin Mogilevsky, also held a meeting with Director-General of ITER (International Thermonuclear Experimental Reactor) Pietro Barabaschi.
“Established in 2006, ITER now brings together 35 countries, including EU member states, India, China, the Republic of Korea, the United States and Japan. ITER has become a global centre of competence and a data hub used by both public and private partners. Russian organisations continue to play one of the leading roles in the ITER project, both in scientific support and in the production of key equipment,” the Russian Deputy Prime Minister noted.
