During his working visit to the Republic of Kazakhstan on 22 April, Deputy Prime Minister of the Russian Federation Alexei Overchuk took part in the Regional Environmental Summit 2026, A Shared Vision for a Sustainable Future, and, together with Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin, held a meeting of the co-chairs of the Intergovernmental Commission on Cooperation between the Russian Federation and the Republic of Kazakhstan.
At the meeting of the intergovernmental commission co-chairs, current issues of bilateral interaction of mutual interest for Russia and Kazakhstan were reviewed, and promising areas for further development of cooperation in key sectors of the economy were identified, including transport and logistics, industrial collaboration, agriculture, tourism, high technology, and the cultural agenda.
The Deputy Prime Minister underscored that Russia and Kazakhstan are key trading partners. In 2025, mutual trade amounted to 28.7 billion dollars, with Russia ranking second among Kazakhstan’s foreign trade partners.
The co-chairs considered issues of strengthening transport connectivity and the development of international transport corridors, discussing joint measures to remove administrative barriers and create favourable conditions for carriers on the eastern route of the North–South International Transport Corridor.
On a separate note, they discussed a comprehensive approach to the use of the region’s transport and water potential. From this perspective, the development of energy and transport infrastructure on the Irtysh River was also discussed.
It was noted that Kazakhstan is among the most popular foreign destinations for Russian tourists. In 2025, bilateral tourist flows amounted to 4.9 million trips: more than 2.1 million trips from Kazakhstan to Russia and 2.8 million from Russia to Kazakhstan. The Deputy Prime Minister proposed intensifying efforts to develop tourism infrastructure in the area of Mount Belukha.
Cultural collaboration was highlighted as a key element in strengthening neighbourly relations. Alexei Overchuk recalled that last year the Days of Kazakhstan Culture were held in Russia, showcasing the achievements of contemporary Kazakh culture – from theatre and music to cinema and fine arts. Continuing this practice, he noted, “The official opening ceremony of the Days of Russian Culture in Kazakhstan will take place tomorrow on the stage of the Astana Opera State Theatre of Opera and Ballet.”
The Deputy Prime Minister reported on the commencement of work by the Secretariat of the International Organisation for the Russian Language. “From 1 April, the Secretariat of the International Organisation for the Russian Language, founded by Russia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan, began operating in the city of Sochi, on the Sirius Federal Territory,” he said, particularly emphasising that the organisation was established at the initiative of President of the Republic of Kazakhstan Kassym-Jomart Tokayev, which vividly reflects the attitude towards the Russian language in Kazakhstan.
The co-chairs also discussed issues of collaboration in the information and communications sphere and the digital economy.
Interregional and cross-border cooperation between the regions of the Russian Federation and Kazakhstan was identified as a significant element of Russian-Kazakh interaction. Over the past year, more than 50 events involving representatives of the regional authorities of both countries have taken place, and approximately 40 business missions have been conducted. The next annual Russia–Kazakhstan Interregional Cooperation Forum is scheduled for autumn and will be held in Omsk.
The parties reaffirmed their readiness to continue a constructive dialogue across all areas of interaction between the Russian Federation and the Republic of Kazakhstan.
