The participants discussed issues of further developing Eurasian integration and improving the union’s legal foundation.
Deputy Prime Minister Alexei Overchuk took part in the Eurasian Economic Commission Council meeting in Moscow on the 26 of January. The participants discussed issues of further developing Eurasian integration and improving the union’s legal foundation.
They approved a report on the macroeconomic situation in the EAEU states and proposals to ensure sustainable economic development. The report noted that the majority of EAEU economies were growing faster than predicted. In January-September 2023, the aggregate GDP of the EAEU countries increased by 3.1 percent, whereas their industrial production grew by 3.8 percent.
The report also noted the growth in trade. The share of exports in all EAEU countries exceeded the average figures for the 2015-2021 period. Unemployment in the union was at its lowest level in a decade. The estimate for the third quarter put it at 3.5 percent.
The council members discussed the implementation of the Eurasian Agro-Express joint project of the EAEU countries on accelerated container railway and multimodal shipments of agricultural products and food. Some 455,000 tonnes of cargo was transported as part of this project.
The freight turnover grew in 2023 by 9 percent over 2022. At present, the participants continue scaling the project to the routes of the International North-South Transport Corridor, including the routes to Turkmenistan, Iran, the UAE and India.
The council decided to amend the Rules of origin of goods exported to the EAEU customs territory (non-preferential rules of origin). This document is aimed at systematising the regulations and simplifying the procedures for confirming the origin of goods.
The participants decided to amend the Customs Union Technical Regulations on the Safety of Toys with a view to making these products safer and upgrading procedures for assessing their conformity with these regulations.
They also introduced amendments to the uniform regulations and standards for the quarantine of plants to minimise the risk of infecting them with harmful organisms from quarantinable products imported from third countries. They determined the requirements for seeds and plantings imported to the union’s customs territory from third countries.
The participants endorsed a new version of the rules for conducting clinical and clinical- laboratory tests (studies) of medical goods. It provides, for instance, for specifying the terms for receiving clinical data and recognising the equivalence of medical devices for accepting test results and specifying the requirements for testing medical goods.
The participants also exchanged views on e-trade regulations. They noted that this trade is developing at an accelerated pace in the EAEU every year.
They approved a draft resolution by the Supreme Eurasian Economic Council on endorsing the appointment of the EAEU Court Chairman and his deputies.
The participants compiled the agenda for the Eurasian Inter-Governmental Council session to take place in the Republic of Kazakhstan on 1-2February, 2024.
