Following the Government working meeting on building a transport bridge over the Kerch Strait, Igor Shuvalov issued the following instructions (Resolution No ISh-P9-7pr):
1. The Ministry of Transport (Maxim Sokolov) and the Ministry of Foreign Affairs (Sergei Lavrov) shall coordinate with the Ukrainian side the technical design specifications for an engineering survey and a feasibility study to build a transport bridge across the Kerch Strait.
Deadline: 27 January 2014.
2. The Government shall accept the Ministry of Transport’s proposal on the expediency of choosing the Avtodor public company or one of its subsidiaries as the ordering customer for the engineering survey and the feasibility study in the context of plans to build a transport bridge across the Kerch Strait.
The Ministry of Transport (Maxim Sokolov), the Ministry of Economic Development (Alexei Ulyukayaev) and the Federal Antimonopoly Service (Igor Artemyev) shall submit relevant draft decisions needed for nominating the Avtodor public company or its subsidiary as the ordering customer for the engineering survey and the feasibility study in the context of plans to build a transport bridge across the Kerch Strait.
3. The Ministry of Transport (Maxim Sokolov), the Ministry of Economic Development (Alexei Ulyukayaev), the Ministry of Finance (Anton Siluanov) and the Ministry of Foreign Affairs (Sergei Lavrov) shall submit proposals on the timeframes for the construction of a transport bridge across the Kerch Strait with regard to design alternatives.
4. The Ministry of Finance (Anton Siluanov), the Ministry of Economic Development (Alexei Ulyukayaev) and the Ministry of Transport (Maxim Sokolov) shall study the issue and submit proposals on a special tax regime for the construction and use of the transport bridge across the Kerch Strait.
