Mikhail Mishustin: Colleagues, good afternoon.
Last week, on 24 July, the President visited the Irkutsk Aviation Plant, a branch of the Yakovlev company, which is part of the United Aircraft Corporation. He toured the production facilities for the domestically produced MC-21 aircraft and prototypes of the modernised Yak-130M.
Irkutsk Region Governor Igor Kobzev, the plant’s CEO Andrei Soynov, who is present here today, and Rostec CEO Sergei Chemezov briefed the head of state in detail on the progress of Russian airliner assembly and on what is needed to ensure stable capacity of the MC-21 production line.
Following this detailed discussion, the President issued a number of instructions, including to the Government, to ensure these objectives are met.
Currently, funding is secured for the production of 18 aircraft. And it is certainly important to prevent the assembly line from stalling. We must take all necessary steps to fulfil the planned order by 2035. To this end, we will launch preferential lending to ease some of the financial burden on companies that lease aircraft.
Mr Soynov, is everything in order after all the meetings? Are there any other questions regarding the plant’s operational efficiency?
Andrei Soynov: Mr Mishustin, everything is in order. All instructions have been issued. We are working.
Mikhail Mishustin: I ask you to report to the Minister, Denis Manturov, and to me in the event of any delays. Because, as the President said, your plant must not be idle for even a single day.
And a number of other decisions we have reached. First: this year, the Government will allocate over 250 billion roubles to implement the comprehensive aviation industry development programme. These funds will be used primarily to increase advance payments to support the delivery of over 70 aircraft. They will also be used to complete the preparation of production facilities at the lead manufacturers and cooperative enterprises. They will also finance the delivery of over 70 Mi-8MTV-1 helicopters for regional airlines. An investment project is also being developed to finance the delivery of the Il-114–300 aircraft for air travel in the Far Eastern Federal District, and the LMS-901 Baikal aircraft.
Second, the Government will allocate an additional 2.6 billion roubles this year for the completion of the first three serial Il-114–300 aircraft.
These decisions will ensure both the dynamic workload of industrial enterprises and the gradual renewal of Russian airlines’ aircraft fleets with domestically produced aircraft.
I request, Mr Manturov, that you keep all these issues under control.
And one more thing. Starting this year, new government support mechanisms are planned to create effective commercial conditions for the procurement of aircraft batches that will be added to the fleet starting in 2028. This includes subsidising interest rates on commercial loans taken out by airlines and leasing companies, as well as supporting efficient operation and developing a modern after-sales service system. Establishing the necessary service is also crucial here.
