Deputy Prime Minister of Russia Dmitry Chernyshenko and Deputy Prime Minister of the Socialist Republic of Vietnam Tran Hong Ha, who are co-chairs of the Intergovernmental Russia-Vietnam Commission on Trade, Economic, Scientific and Technical Cooperation, held a working meeting in preparation for its 25th session.
During the meeting, the two sides discussed the agenda of the upcoming talks and agreed on further steps to boost mutual trade, implement key projects in energy, industry, tourism, science and technology, and intensify humanitarian exchanges.
"The Russian President's visit to Vietnam in June was an important event for bilateral relations. Fifteen agreements were signed in various fields, and strategic agreements were reached on a wide range of issues. I am confident that this will give a significant impetus to the interaction between our countries, and our task – as co-chairs of the intergovernmental commission – is to support this positive trend, noted Dmitry Chernyshenko.
He added that over recent four months mutual trade has grown by over a third. Russian Deputy Prime Minister highlighted joint projects in science and education.
“The core area of our humanitarian interaction is personnel training. About 3,000 Vietnamese nationals study in Russian educational establishments. With a view to increase the number of students in the highly demanded engineering professions the Russian-Vietnamese Consortium of Technical Universities was established last year. Given the growing demand for green and renewable energy, we propose to expand the number of scholarship programmes for Vietnamese students in these areas,” said Dmitry Chernyshenko.
For his part, Mr Tran Hong Ha expressed confidence that Vladimir Putin's talks with Vietnamese President Tho Lam would accelerate the resolution of priority issues in all areas. At a meeting with Vietnam's relevant agencies, he instructed them to compile a list of priority specialities for personnel training in Russia. The resulting educational order will be focused on promising areas of cooperation between the two countries.
"I want to express my special gratitude for the training of Vietnamese students in Russia. Such interaction is aimed at intensifying bilateral relations, and this is possible only through people," the Vietnamese Deputy Premier said.
The meeting also dealt with changing the work format of the Pushkin Institute of Russian Language Hanoi branch in order to improve its efficiency and status, as well as taking into account the growing interest of Vietnamese citizens in studying the Russian language.
The Vietnamese Deputy Prime Minister thanked his Russian counterpart for the effective work of the Russian-Vietnamese Tropical Research and Technology Centre, which has been operating for 35 years and is the flagship of bilateral scientific and technological cooperation. They have also agreed support it further.
Russian Deputy Prime Minister emphasised the importance of implementing the project of a Russian-Vietnamese school in Hanoi. He underscored that the school would use latest scientific and educational technologies worked out by the Sirius Centre, and the graduates will have the opportunity to enroll in top Russian universities. At the meeting they decided to set up a working group made up of representatives of the two countries’ relevant ministries and agencies to systematically develop this project.
The next anniversary meeting of the Commission is scheduled for the end of August. The Russian Deputy Prime Minister expressed confidence that it would ensure further progress on all issues on the agenda of Russian-Vietnamese cooperation.
The meeting on the Russian side was attended by Deputy Minister of Education Denis Gribov, State Secretary – Deputy Minister of Energy Anastasia Bondarenko, Deputy Minister of Science and Higher Education Konstantin Mogilevsky, as well as representatives of the Ministry of Economic Development, Ministry of Foreign Affairs, Directorate of the President of the Russian Federation and a number of major industrial, energy and financial companies.
Representatives of relevant Vietnamese ministries and agencies also attended the meeting.
