It is a pleasure to welcome you to Moscow. We are delighted to receive you, and we are pleased that your agenda is so full and busy, and that it calls for visiting both the Russian capital and St Petersburg.
We will now hold talks on all topical matters of our partnership and cooperation. Our colleagues did not waste time either, they have prepared a lot of documents, which is very important since this promotes our partnership, our good and friendly relations.
Today, we will open the cross years of our countries. This is a symbol of friendship.
Therefore, everything, including the current very good weather in Moscow, favours your visit.
I would like to ask you to convey warm greetings and the best wishes to Mr Nguyen Phu Trong and other Vietnamese leaders. Once again, welcome.

I am very happy to be visiting Russia for the second time in three years and also to meet with you, Mr Prime Minister, so as to discuss measures to further deepen and expand effective cooperation between our countries.
Before my visit, I sent several top officials from our ministries and agencies to Russia, so that they have an opportunity to review certain matters of bilateral cooperation. I also chaired a number of meetings before my visit, so as to discuss the current situation and relations between our countries.
As you have noted correctly, many documents will be signed during this visit. This shows the Vietnamese side’s intention to completely resolve the problems in our bilateral relations, as well as our determination to further promote bilateral cooperation and to elevate it to a higher, better quality and trust-based level.
Proceeding from our special and trust-based relations, I would like to discuss some highly important matters of bilateral cooperation with you during our restricted attendance meeting today.

Dmitry Medvedev: Comrade Nguyen Xuan Phuc,
Dear Vietnamese friends,
Representatives of the media,
My colleague, Prime Minister of the Socialist Republic of Vietnam, Comrade Nguyen Xuan Phuc, and I have completed our intergovernmental talks. As usual, our meeting was held in a friendly atmosphere. We have discussed various issues and reaffirmed our mutual intention to strengthen the comprehensive strategic partnership between Russia and Vietnam, which is based on many years of friendship, solidarity and mutual support.
We have noted a good – even a very good – dynamic in our trade and economic cooperation. The last two years (2017 and 2018) suggest that trade has grown significantly to a record level for the entire period of post-Soviet cooperation.
But we agreed to continue expanding it. We will move forward in diversifying the structure of our trade exchanges through high technology (agreements on this have been signed), on using a bigger share of our national currencies, and greater capital investment in both directions. We will continue to cooperate on these issues.
We have also agreed on developing large-scale cooperation in industrial production, infrastructure and transport projects, power generation, and oil and gas, industrial assembly and a number of other projects that we are jointly implementing. We have agreed to ensure favourable conditions for the efficient implementation of joint projects involving our companies on the territory of our countries. I am talking about Gazprom, Rosneft, Zarubezhneft, Novatek, PetroVietnam and other companies. At the same time, we need to expand and diversify our fuel and energy cooperation, including the projects that our colleagues have signed the relevant documents for today.
Regarding nuclear energy, well-coordinated efforts are needed in this area in order to build a nuclear science and technology research centre in Vietnam. Our colleagues have also signed a document on this subject here.
We have good opportunities for expanding cooperation in the medical equipment and pharmaceutical industry. Our companies are ready to deliver modern products to the Vietnamese market at competitive prices.
We are also implementing a unique joint science and technology project, namely, the Russian-Vietnamese Tropical Research and Technology Centre. I had the pleasure of visiting this centre last year and presenting state awards to its staff. It is also very important to expand cooperation in communications, telecommunications, space exploration and in the area of information security.
Our countries continue to have very strong relations thanks to intensive political contacts, economic cooperation and also due to human ties. Last year alone, over 600,000 Russians visited Vietnam, a country they see as a desirable holiday destination. The people of Vietnam always display sincere hospitality while welcoming Russian guests. On the other hand, thousands of Vietnamese students study in Russia, and many of them receive state scholarships and grants. Over the entire period of bilateral education cooperation, Russia has trained over 50,000 Vietnamese specialists. Many of them work in the public sector, hold government positions and play an important part in the life of the country. Of course, this is a very positive and important aspect for us.
The holding of the Year of Russia in Vietnam and the Year of Vietnam in Russia will be a signature event. Tonight, I and my colleague Nguyen Xuan Phuc will inaugurate these years at the Zaryadye Concert Hall. I invite everyone to the opening ceremony. This event reflects the special nature of our bilateral relations. It is timed to coincide with two important, memorable dates: the 25th anniversary of the Treaty of Friendship between our countries and the 70th anniversary of the establishment of diplomatic relations.
In conclusion, I would like to thank Comrade Nguyen Xuan Phuc and all our Vietnamese friends once again for the meaningful talks. I am confident that their results will serve to further strengthen the mutually beneficial cooperation between our countries.

First of all, I would like to express my gratitude to Comrade Chairman of the Government of the Russian Federation Dmitry Medvedev, the entire Russian Government, as well as the [Russian] people for the very sincere and warm welcome extended to me and our delegation.
I am fully solidarising with the words, which Comrade Medvedev has just said. I personally and members of our delegation always feel special respect and love for Russia.
Revisiting Russia again after three years, I am really happy to see some of the very positive changes in all spheres of the Russian Federation’s socioeconomic life. We also highly appreciate the determination and efforts demonstrated by the Russian leaders and people that are aimed at the further development and Russia’s transformation into a leading, prosperous world power despite all the problems and challenges.
I would like to reiterate the Vietnamese leadership’s invariable priority and course for further strengthening and intensifying the trusting relations of comprehensive strategic partnership with the Russian Federation as well as our resolve to make our bilateral relations even more effective, meaningful and stable in all spheres, thereby meeting the interests of the peoples of our countries.
Comrade Medvedev and I have just held very productive talks and achieved many practical and concrete results. We have agreed on strategic directions as well as on concrete measures for promoting cooperation between our countries in the short term.
We value the trusting political relations between our countries and particularly the mechanism for a regular dialogue between the leaders of our countries. We have come to terms on continuing delegation exchanges at different levels, including at top level, along all channels, as well as on the need for maintaining the bilateral consultation and cooperation mechanisms to facilitate interaction, particularly in the economy, investment and trade. We have also agreed on continuing to coordinate our international actions, particularly at such organisations as the UN, ASEM and APEC.
We have agreed on measures to strengthen our bilateral cooperation in all spheres, as well as on the need to use to the utmost the opportunities and benefits that are generated by the FTA agreement between Vietnam and the Eurasian Economic Union, this in order to make a breakthrough in the economic, trade and investment field of cooperation between our countries, as well as in cooperation between Vietnam and the member countries of the Eurasian Economic Union as a whole.
Comrade Medvedev and I have evaluated the results of the implementation of key cooperation projects between our countries and discussed new projects. We agreed to intensify cooperation in car assembly and production, in oil and gas, as well as in the development of energy and transport infrastructure in Vietnam.
Vietnam welcomes and supports the involvement of Russian companies in projects dealing with urban and transport infrastructure, as well as the railways in Vietnam, regarding this as a very promising field of cooperation. Both parties have highly appreciated the results of working together and will continue to create favourable conditions for expanding cooperation between the two countries’ oil and gas companies in Vietnam and also in the Russian Federation.
We highly value the defence and security cooperation with Russia, which has yielded a lot of tangible positive results. We have agreed to expand cooperation in many other promising spheres such as science and technology, education, training, culture, sports and tourism.
We will continue implementing the nuclear science and technology research centre project in Vietnam and the agreement on assisting Vietnam in creating e-government; we will also consider the possibility of supplying Russian pharmaceuticals to Vietnam.
As you can see, a lot of important agreements and cooperation documents have been signed between our respective ministries and companies.
We agreed to intensify our efforts to preserve peace, stability, security, and freedom of shipping and navigation. We have reaffirmed our support for a peaceful settlement of all disputes in the Asia-Pacific region, including the East China and South China seas. Vietnam highly appreciates Russia’s role and hopes that Russia will continue to make a positive contribution to maintaining peace, security and stability in the region and in the world.
Tonight, we will open the Year of Vietnam in Russia and the Year of Russia in Vietnam project timed to mark the 25th anniversary of signing the Treaty on Friendly Relations between Vietnam and Russia, as well as 70 years since diplomatic ties were established between our countries. This is a very big and important occasion with over 200 different events planned including celebrations and other projects aimed at developing our collaboration. They will be held in many regions of Vietnam and Russia for the sake of strengthening our good and friendly relations, as well as all-round cooperation between Vietnam and Russia in various fields.
Taking this opportunity, we would like once again to express our gratitude, and we hope that in the future, the Russian leadership, the Russian authorities, as well as the Russian people will provide support and assistance to the Vietnamese citizens living in Russia. We believe that this will further strengthen the friendship between our peoples.
