Denis Manturov took part in a high-level panel at the St Petersburg International Economic Forum titled Rare, Strategic: Sovereignty and International Cooperation in the Field of REM and Critical Minerals.
First Deputy Prime Minister Denis Manturov took part in a high-level panel at the St Petersburg International Economic Forum titled Rare, Strategic: Sovereignty and International Cooperation in the Field of REM and Critical Minerals, which was held to discuss the development of global supply channels for critical minerals, the creation of new production facilities, and the outlook for international industrial cooperation.
The panel was also attended by Minister of Natural Resources and Environment Alexander Kozlov, Saudi Arabia’s Minister of Industry and Mineral Resources Bandar bin Ibrahim Al-Khorayef, Minister of Mines and Mineral Resources of Sierra Leone Julius Daniel Mattai, Minister of Industry and Construction of Kazakhstan Yersayin Nagaspayev, Director General of the Mendeleev Valley Innovation Science and Technology Centre Development Fund Ksenia Shoigu, President of the Alliance Group Musa Bazhayev, Rector of St Petersburg Mining University Vladimir Litvinenko, and CEO of Areal (formerly Highland Gold Mining Limited, HGML) Vladislav Sviblov.
Denis Manturov pointed out that rare and rare-earth metals (REMs), a key element of technological development, are used in a broad range of high-tech industries, from energy and electronics to mechanical engineering. He said that Russia has a large resource base, a strong scientific school and the necessary competencies for creating the production chain, from mining to high added-value products.
“We have every reason to say that we have the national school of both fundamental and applied research in this sphere. We have also created an almost entire range of relevant technologies. At the same time, we are open for dialogue and invite our foreign partners to cooperate in investment and joint industrial projects,” Denis Manturov stated.
One of the pillars of the state industrial policy in this sphere is the Angara-Yenisei cluster. It is being implemented on instructions from the President of Russia and is aimed at uniting the key contours of the future REM sector, including the raw materials contour (the mineral basis); the energy contour for supplying energy to future production facilities; the processing and chemical technology contour for the separation and purification of rare and rare earth metals; the production contour for materials and components production; and the R&D and personnel contour for creating technologies and training professionals.
The panel participants highlighted international cooperation and the development of long-term partnerships in the field of critical materials. The Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia pointed out that the development of a modern mining industry is impossible without joining the efforts of the state, businesses, science and financial institutions.
“We defined cooperation as a key element of our strategy. That is why we have established the Future Minerals Forum, an international platform that brings together states, major industrial companies, financial institutions and the scientific community. The development of the mining industry implies long-term investments, new technologies, and the training of professionals of the future. Our task is not only to ensure access to resources but also to create comprehensive supply chains and a sustainable industry ecosystem,” Bandar bin Ibrahim Al-Khorayef noted.
The development of cooperation in critical minerals is a promising sphere of Russian-Saudi industrial dialogue. The Kingdom of Saudi Arabia is the Guest of Honour at the 2026 St Petersburg International Economic Forum, which offers additional opportunities for boosting technological and investment cooperation between our countries.
