Pham Minh Tinh (via interpreter): On behalf of the Government and people of Vietnam, I would like to extend my heartfelt greetings to Mikhail Mishustin and the Russian Government delegation, who have arrived in Vietnam on an official visit. Your visit has special importance since it coincides with the 75th anniversary of our diplomatic relations.
Your visit also presents a great opportunity for us to review progress on highest-level agreements, as well as outline plans for the future. The weather has been great on the day of your arrival, but it was cloudy here just yesterday. The sun is shining today, which means that you have brought luck and good fortune with you.
I would like to commend and congratulate Russia on its achievements. It is under President Putin’s wise leadership and with you at the helm of the Government that Russia has been able to build a positive track record and achieve so much, especially on the economic front. Your country’s economy has been growing above the global average. In fact, the Russian economy has been growing at the rate of 3.9 to 4 percent, compared to a global average of 3 percent. This demonstrates Russia’s greatness as a nation, and reaffirms its independence and ability to be self-reliant. You have turned challenges into opportunities, while also strengthening Russia’s role, standing and reputation on the international stage.
Your success is a source of joy for me. I hold very fond memories of my trip to Russia, where I attended the BRICS Plus meeting in October 2024. This offered me an opportunity to witness first-hand the extent of Russia’s transformation, and to get a sense of its dedication, commitment and spirit. My colleagues and I were deeply impressed by the talks we had with President Putin and senior Government and ministry-level officials.
Talks with President Putin lasted for two hours, from 11 pm until 1 am. We will always remember the warm feelings and support of the Soviet and Russian people and the way you assisted us on our path to independence, the reunification of our country and in our state-building efforts.
This friendship is a major asset in our relations, forming a solid foundation that will help future generations further strengthen our ties and elevate them to new heights for the benefit of our two nations, and for the sake of regional and global peace, stability and development.
I hope our talks today will be guided by this spirit and will be honest, meaningful, sincere, and open.
Let’s outline the key tracks for stepping up our ties in the immediate future.

Your Excellency Pham Minh Tinh, I would like to once again extend my greetings. First, allow me to convey the best wishes on behalf of President Vladimir Putin. You had a meeting with him in Kazan during the BRICS Summit in October.
This is the first time I am visiting Vietnam as Prime Minister of the Russian Federation. I would like to express my heartfelt gratitude to you and all our Vietnamese friends for the warm and hospitable welcome our delegation has received here.
Russia and Vietnam have forged solid bonds of friendship and mutual respect. This year, we are marking 75 years of our diplomatic relations, as well as the 80th anniversary of Victory in the Great Patriotic War and of Vietnam’s independence. There is also the 50th anniversary of the liberation of South Vietnam from US occupation.
Vietnam is Russia’s major partner in Southeast Asia. Our two governments have been working to ensure that the agreements which were reached at the highest level are fulfilled and effective. Our agenda today includes the approval of a comprehensive Russia-Vietnam plan of cooperation until 2030.
We have made expanding trade and economic ties our priority. Mutual trade has been experiencing upward momentum, having increased by 24 percent last year, which was attributable, among other things, to the effort to fulfil the free trade agreement between the Eurasian Economic Union and Vietnam.
Energy cooperation between our countries has strategic importance. Vietsovpetro, a joint company, has been developing Vietnam’s oil and gas deposits for half a century now, while Rusvietpetro carries out projects in Russia’s Nenets Autonomous Area.
Our two countries have great potential for collaboration in nuclear energy. We support the project to build a Nuclear Science and Technology Centre in Vietnam. Of course, Russia is looking forward to expanding cooperation in the transport and logistics sector. There has been a steady rise in cargo shipments by sea between Russian and Vietnamese ports. We also suggest undertaking a series of joint projects in digital technology, focusing on AI, big data, cyber security, and software development.
Russia cherishes its cultural and humanitarian ties with Vietnam, and welcomes the decision by the Vietnamese leadership to include the Russian language in the secondary school curriculum as a primary foreign language. More than 3,000 Vietnamese students are enrolled in Russian higher education institutions, including those who receive scholarships from the Government of the Russian Federation.
We have considerable potential for expanding tourist flows. It goes without saying that the people of Russia and Vietnam are eager to explore each other’s rich cultural traditions, heritage and modern lifestyles.
