The Financial University under the Government of the Russian Federation hosted the Constituent Conference of the International Financial Security Movement. Deputy Prime Minister Dmitry Chernyshenko and Director of the Federal Financial Monitoring Service (Rosfinmonitoring) Yury Chikhanchin have been elected Chair and Deputy Chair of the movement’s Presidium, respectively.
“Today, we, together with Rosfinmonitoring, have launched a new movement that is free of political barriers and restraints. Its main goal is to unite young people from different countries to tackle financial security issues. We are happy that representatives of 36 countries have taken part in the movement’s constituent conference. I am confident that ever new states will join the project with each passing year, and that eventually our values will be shared by the greater part of the international community,” Dmitry Chernyshenko said.
The Deputy Prime Minister recalled that Augusto Lemmerz, a student of the Jurisprudence Faculty at Rio de Janeiro Federal University (Brazil), had suggested establishing an International Financial Security Movement at a meeting between President of Russia Vladimir Putin and finalists of the 3rd International Olympiad on Financial Security in October 2023. The president called the proposal “Augusto’s initiative.”
Dmitry Chernyshenko also noted that the movement was called on to train specialists for national money laundering prevention systems. It will help schoolchildren choose a popular profession, and it will help students build a career. The movement will also help young scientists take part in academic contests, competitions and events, and it will facilitate the professional retraining for financial security operatives.
Yury Chikhanchin noted the role of finance in the life of society and attendant risks, including the involvement of young people in criminal schemes.
“Finance is the foundation of the life of people, society, the state and the world. However, the financial system has a dark side: A certain category of people act and achieve results by appropriating others’ financial assets. Unfortunately, young people, including schoolchildren aged 14–17 and students who are not well-versed in all daily life issues and who do not realise the extent of their responsibility, are becoming actively involved in criminal schemes. This is why it was decided to establish an international movement, so that we, our families, friends and everyone around us would understand how important the financial system is and how it influences our life, and they would realise that criminals must not be allowed to use these assets.”
Representatives of 36 countries from 55 universities of the International Network University in the sphere of preventing money laundering operations and the financing of terrorism took part in the event offline and via videoconference.
Addressing the conference on behalf of the student community were Valentin Romanovsky from the Republic of Belarus, a postgraduate student of National Research Nuclear University MEPHI; Yang Jining from the People’s Republic of China, a postgraduate student at Patrice Lumumba People’s Friendship University of Russia, and Ngetobai Massengar Rongar from the Republic of Chad.
The participants in the constituent conference adopted a declaration. In this document, the young people noted the need for international cooperation and common approaches towards strengthening individual and public financial security.
The Sodruzhestvo international social educational platform will become the movement’s technological pillar. Promsvyazbank employee Alexander Yashchenko, two-time award recipient and winner of the 2023 International Olympiad on Financial Security, talked about its work.
A vote for the symbol of the International Financial Security Movement was launched at the event. Finnie the racoon, Sophie the owl, Vlasta the firebird, Potap the bear and Orion the dolphin will vie for the right to represent the movement. Voting results will be summed up during the final week of the fourth International Olympiad on Financial Security, due to take place from 30 September through 4 October at the Sirius Federal Territory.
