Agenda: execution of the budgets of state extra-budgetary funds in 2025; allocations for the relocation of earthquake-affected residents in Kamchatka; budgetary allocations for the summer recreation of children from the Belgorod Region.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
Today we will talk about the execution of the budgets of state funds allocated for supporting millions of Russian citizens and protecting their interests.
The President specifically emphasised the importance of implementing all our social guarantees.
About 4.5 trillion roubles have been allocated to this end from the Mandatory Medical Insurance Fund. The bulk of these funds were used to finance the hospitals, outpatient clinics and rural health posts ion the regions, which has allowed more people to undergo various kinds of preventive screening.
The volume of high-tech medical assistance using unique treatment methods has nearly doubled in cardiovascular surgery and the transplantation of organs.
About 14,500 qualified doctors, paramedics and other medical personnel have joined our healthcare system.
Allocations from the Social Fund were used to pay allowances, social benefits and pensions, including insurance, retirement and disability pensions. Pensions have been adjusted to inflation, including for working pensioners.
About 700,000 certificates were issued under the maternity capital programme so that families can improve their living conditions or use these funds for other purposes.
Assistance was also provided to participants in the special military operation and their families, of course.
We will continue to implement all our obligations to the people. The quality of life in all our regions depends on this.
Another issue on our agenda has to do with supporting Russian regions.
Working in accordance with the President’s instructions, the Government is reducing the amount of dilapidated housing, highlighting the regions that have been affected by major natural disasters.
One of these was a destructive earthquake that hit Kamchatka last summer and destroyed a number of apartment houses.
The necessary examinations have been completed. The reconstruction of the infrastructure is ongoing. We will allocate about 900 million roubles for the relocation of earthquake-affected residents.
These funds will be used to renovate over 7,500 square metres of housing. The affected residents of Petropavlovsk-Kamchatsky will move into comfortable and safe flats.
I would like the Ministry of Construction, Housing and Utilities and the Ministry of Finance to promptly transfer the allocated funds to the region so that the local authorities complete all the planned projects in the interests of the people.
Let’s move to the next item.
The Last Bell ceremony was held in schools across Russia this week. The 9th and 11th graders have entered an important period, sitting for graduation exams and enrolling in colleges and universities. The other schoolchildren will enjoy summer holidays, regaining their strength before the new academic year. Many of them will spend this time in summer camps.
The Government helps Russian regions organise summer recreation for children.
In this connection, we will discuss the allocation of over 1.2 billion roubles to the Belgorod Region for this purpose. This will allow at least 16,500 children from the border areas of the region to spend summer holidays in other regions of our country in an active and exciting way.
I would like the Ministry of Education to transfer these funds as soon as possible, so that the local authorities promptly book vouchers and tickets for their children. In addition, assistance should be provided to children during their travel from their places of residence to their recreation destinations and back.
