Tran Thanh Man (via interpreter): Comrade Mikhail Mishustin, Prime Minister of the Russian Federation, esteemed delegation members of the Russian Government.
It is my great pleasure to welcome you, Comrade Prime Minister of the Russian Federation, along with the esteemed delegation of the Russian Government, on the occasion of your official visit to Vietnam. Your visit coincides with a momentous milestone – the 75th anniversary of diplomatic relations between our nations. This milestone serves as the cornerstone of our strong, friendly relations and our comprehensive strategic partnership.
Your visit holds great significance for the implementation of agreements recently concluded between the leaders of our two countries, particularly following the productive meetings and engagements in 2024.
I have fond memories of my official visit to Russia in September 2024, especially my meeting with Comrade President of Russia, Vladimir Putin, at the Kremlin, as well as the discussions and interactions with the leadership of the Russian parliament.
Please extend my warmest New Year greetings to President Vladimir Putin, Speaker of the Federation Council Valentina Matviyenko, and Speaker of the State Duma Vyacheslav Volodin.
The Communist Party, the Government, the National Assembly, and the people of Vietnam deeply appreciate and remain grateful for the invaluable support and genuine assistance provided by the Soviet and Russian people during Vietnam’s struggle for national independence and unification, as well as in its ongoing efforts towards nation-building and development. Vietnam values the traditional friendship and comprehensive strategic partnership with Russia, recognising Russia as one of its most significant partners in foreign policy.
On this occasion, allow me to extend my congratulations to Russia for its remarkable achievements over the past two decades, particularly in maintaining political stability, advancing socio-economic development, and improving the quality of life for its citizens under the wise leadership of President Putin, the leadership of the Russian Government, and your personal guidance.

Thank you very much. I extend my warmest greetings to you, Comrade Tran Thanh
Man, and convey to you the most cordial regards and best wishes from President
of Russia Vladimir Putin. You recently met with him twice: in June 2024 in Hanoi, during his state visit to Vietnam, and later during your visit to Moscow. We deeply
value the comprehensive strategic partnership with our Vietnamese friends,
which continues to thrive across all areas. This year, we commemorate
several significant milestones, including the 75th anniversary of diplomatic relations, the 80th anniversary of Victory in the Great
Patriotic War and Vietnam’s independence, as well as the 50th
anniversary of the liberation of South Vietnam from US forces. Our countries
maintain active contacts at the level of parliaments and political parties. The leaders of parliamentary parties of Russia and Vietnam meet on a regular basis.
The interparliamentary commission for cooperation between the State Duma and the National Assembly is working effectively. Active dialogue at the level of parliaments helps strengthen the entire spectrum of Russian-Vietnamese
relations. Russia is
interested in expanding trade and economic collaboration with Vietnam. Despite
the complicated international situation and the economic environment, our
mutual trade continues to grow. We are implementing a range of projects across various
sectors, including energy, peaceful nuclear power, industry, science, technology,
and the humanitarian sphere. We place
special emphasis on enhancing interregional cooperation. We will continue to create favourable conditions for launching new joint projects in Russian and Vietnamese regions, particularly with the involvement of small and medium-sized
