Agenda: financing payments to holders of the title Mother Heroine and holders of the Parental Glory Order, extension of payments for mortgage discharge for large families, increase in budgetary allocations on mortgage loans for IT specialists, additional freight traffic funding to develop the Kaliningrad Region.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
Before starting the Government meeting, I will speak about some decisions.
The Government keeps on supporting those citizens, who consolidate traditional family values by own example. On the President’s initiative the women bringing up not less than 10 children are eligible to the title Mother Heroine and a lump-sum payment of one million roubles.
Mothers and fathers with seven and more children are to be awarded with the Order of Parental Glory. They are to receive 500,000 roubles. Those, who have more than four children shall be entitled to a medal of that order and payment equal to 200,000 roubles.
We have more and more such families, so the Government will allocate additional funds to give them assistance. This year, 30 mothers and more than 100 parents have already received it. We are proud of them all.
As the President noted, a large family should become a rule, a philosophy of life in society and a guideline for the entire state strategy. It is important to continue to do everything necessary to support them.
Something more. On the President’s instruction we have extended mortgage repayment subsidies for families with many children. Such law was signed by the President in June.
The Government has amended the legislation to make this measure available all over the country. The parents, whose third and subsequent babies will be born before December 31, 2030, will be able to receive 450,000 roubles and use them as payment on a housing loan. The loan agreement must be concluded before the beginning of July 2031.
We expect that thanks to such aid more citizens will move into new houses and flats and improve their living conditions. Support for families, especially large families has always been a priority for the Government.
Now, back to the agenda. Above all – about the IT sector.
On the President’s initiative we launched a preferential mortgage programme for IT specialists.
Over the period of its implementation banks have received over 275,000 applications and issued loans worth 700 billion roubles. And the demand for such mortgages continues.
With this in mind, the Government will increase budget allocations for IT mortgages by 23 billion roubles, which will allow at least 2.500 employees working in this industry and their families to solve the housing problem with the help of the state. We expect that more than 77.500 citizens will take advantage of this measure and will be able to buy a house or a flat at a favourable rate.
Creating comfortable working conditions for specialists engaged in this sector will help strengthen its human resources potential.
The next topic of our today’s Government meeting is related to our westernmost region.
Currently, the Kaliningrad Region has most of its cargo turnover by sea. Dozens of vessels and their crews provide for an uninterrupted supply.
The President underscored that the availability of maritime transport of such class would enable us guarantee a constant and reliable connection of Russia’s western outpost with the entire country.
At present, the region is being dynamically transformed. Schools, institutes, libraries, theatres, hospitals, outpatient clinics, research centres and residential buildings are being built there. New tourist facilities and advanced industrial enterprises are also being constructed.
Naturally, all these projects require sustainable logistics, including constant supply of raw and other materials and export of finished products. Just recently, Alexei Besprozvannykh, the acting Governor of the Kaliningrad Region, asked us to assist in this endeavour.
On the President’s instruction we will allocate additionally 1.4 billion roubles this year. These funds will be applied to subsidise transportation of half a million tonnes of cargoes necessary for the development of the Kaliningrad Region.
We expect this decision to enhance the transport connectivity in our country, help create a basis for further economic growth and, what is most important, for raising our citizens’ wellbeing.
