Transcript of the meeting's beginning:
Rodrigo
Duterte (via interpreter): Mr Prime Minister, colleagues.
First of all, I would like to express my sincere appreciation and gratitude to you for finding the time to be here. I would like to thank you personally, Mr Medvedev, the Russian Government and all the Russian people for your support which we received at a crucial moment and which was very important to us. As you all know, we went through a very difficult military-political situation. We managed to defeat terrorism with weapons that Russia sent to us. One of three commanders of the armed gangs was killed with a Russian sniper rifle. This is the first thing I wanted to tell you, Mr Prime Minister.

As for the second matter that I wanted to touch upon: at present, two Russian citizens, Yury Kirdyushkin and Anastasia Novopashina, are being held in preliminary confinement here for drug trafficking. I would like to say that the investigation is ongoing, and it will determine if they are guilty. Time will tell. However, I will personally make sure that the conditions of their confinement are suitable. They are being held in comfortable conditions and I guarantee that the trial will be honest and fair.
In addition, I would like to say that our countries – the Philippines and the Russian Federation – are working hard to strengthen their partnership and friendly relations. We are working to expand and increase trade. We know your country’s serious position on increasing trade and economic cooperation. It is gratifying. For our part, we are always happy to be able to deepen relations with our partners, especially valuable partners such as Russia. We are willing to enter the Eurasian market, which is new to us and which offers major benefits. We would be happy if you considered the possibility of opening the Philippines’ trade mission in Moscow, where we would present the export products of our companies, which we can deliver to the Russian Federation so that Russian citizens can see what we have to offer.
Dmitry Medvedev: Mr President, first of all, I would like to thank you for this meeting and to say that the ASEAN and EAS summits have been organised extremely well. Please, accept our congratulations on this. It was a tough job. Today you meet with various delegations. I know how difficult and trying this is. However, this meeting, which is taking place late at night, shows that our relations have moved to a new level and that they are improving in all areas, including in politics, trade, economic and cultural cooperation, as well as interaction on very delicate issues such as counterterrorism and the delivery of weapons and military equipment. We view this as a new page in relations between the Russian Federation and the Philippines.
Rest assured that we will continue to provide any possible assistance in this area as well, because we believe that the fight against terrorism is a priority for all countries, especially countries that have friendly relations.
A package of documents has been prepared for signing in our presence today. I believe this is very good.
