Dmitry Medvedev was told about services offered by the integrated government service centre. The system of services has considerably improved recently. In 2012, the centre processed 83,000 applications, while in the first six months of 2013, it processed over 72,000.
Dmitry Medvedev told visitors of the centre that he had signed a directive to provide six billion roubles to the regions to create integrated government service centres.
Dmitry Medvedev instructed Minister of Economic Development Alexei Ulyukayev, who accompanied him on the visit, and regional authorities to study the possibility of creating small integrated government service centres with three to four windows and to develop criteria for such centres depending on the population size in a specific region and the number of applications.

The integrated government service centre in the Kaluga Region offers 180 services of various government agencies – Ministry of the Interior, Federal Tax Service, Federal Migration Service, Federal Antimonopoly Service, Pension Fund, Social Insurance Fund, Federal Service for State Registration, Cadastre and Cartography and others.
There are plans to create 30 integrated government service centres by the end of 2015, providing one-stop-shop federal and municipal services to 93% of the population in Russia’s regions.

Meeting with Kaluga Region Governor Anatoly Artamonov

Dmitry Medvedev: Mr Artamonov, we have gathered here today for a remarkable occasion. The opening of a new plant is always a promising event, especially if it is a modern plant that can provide many jobs and complies with the strictest sustainability standards. It will be an immediate source of fittings and other metal products as well. We also had a view of the industrial park from a helicopter. What is it officially called?
Anatoly Artamonov: The Vorsino industrial park, which also includes the Freight Village Kaluga multimodular logistics centre.
Dmitry Medvedev: It looks quite impressive, as it is densely packed with industrial enterprises that are all modern and well-equipped and have excellent logistics. What is the total number of jobs? What can this centre offer the region?
Anatoly Artamonov: Mr Medvedev, this plant is indeed only part of the industrial park in the Kaluga Region. There are currently nine industrial parks, but this one was the first large park that covers an area of nearly 2,000 ha (1,800 ha) and has 30 resident enterprises, 20 of which have been built and will start operating very soon. They can already provide 4,000 jobs. Potentially, there can be 20,000 jobs.
The park is conveniently located close to the two federal motorways, a railway and, most importantly, the Yermolino airport, which we see as a component of the multimodular logistics centre that is currently in development. Freight Village Kaluga, the first stage of the project, will begin operating this autumn. We expect to take over the cargo traffic from the south-west to Moscow.
Dmitry Medvedev: That’s a serious statement.
Anatoly Artamonov: Yes, our intention is to take the load off Moscow.
Dmitry Medvedev: Well, now I see it in a different light.
Anatoly Artamonov: Frankly speaking, it would be an opportunity to make money. This enterprise will be a prolific tax payer.
Dmitry Medvedev: There’s no harm in that, especially since Moscow is overloaded.
Anatoly Artamonov: I'd like to ask you, Mr Medvedev, to provide some kind of support here, mainly when it comes to the Yermolino airport. I think it has a really good potential in terms of unloading the overstrained airports in Moscow. It could relieve a large amount of cargo burden as well.
Dmitry Medvedev: We have already discussed this. Generally, this project could have a positive outcome, but it needs promotion and funding. It also must be able to deliver people to the proper locations.
Anatoly Artamonov: The public and private partnership has already been organised. It may be successfully put into effect within a year.
Dmitry Medvedev: The passenger capacities and the expected amount of cargo to be delivered to this transportation hub still need to be considered. The final decision on how wide air strips and what other facilities depend on this.
Anatoly Artamonov: And the number of air strips.
Dmitry Medvedev: Yes, and the number of air strips. We should do this now upfront in order to design the capacities for this transportation hub correctly.
