As part of the normalisation of bilateral relations with Turkey, President of Russia Vladimir Putin issued Executive Order No. 314 of 30 June 2016, On Introducing Amendments to Presidential Executive Order No. 583 of 28 November 2015, On Measures to Ensure the National Security of the Russian Federation and Protect its Citizens from Criminal and Other Illegal Acts and on Applying Special Economic Measures to the Republic of Turkey.
Following the executive order, Prime Minister Dmitry Medvedev instructed the Ministry of Transport, Ministry of Culture and Ministry of Foreign Affairs, in cooperation with other relevant departments, to submit to the Russian Government within a week coordinated proposals on resuming charter flights between the Russian Federation and the Republic of Turkey, paying special attention to the need for additional measures to enhance transport security and prevent flights to regions with a high terrorist threat.
