Dmitry Medvedev’s letter to Simon Bartley, President of Worldskills International.
The Russian Federation plans to compete for the right to host the WorldSkills Competition in Kazan in 2019.
A letter stating Russia’s intent to host the competition was sent to the Board of Directors of WorldSkills International by the Agency for the Development of Professional Communities and Skilled Workers - WorldSkills Russia which represents Russia in this international organisation.
The country that will host the next WorldSkills Competition in 2019 will be named in Sao Paulo, Brazil, on 10 August 2015 during the General Assembly of WorldSkills International, which will be held as part of the WorldSkills Competition 2015. The list of candidate countries includes Russia (Kazan), Belgium (Charleroi) and France (Paris).
In accordance with paragraph 5.1.3 of the WorldSkills International rules, WorldSkills International’s Board of Directors must have information about the level of support for the competition from the government of the receiving state before it decides on the venue.
Traditionally, such information has been provided in the form of guarantees.

The Russian Government’s guarantees regarding the WorldSkills Competition 2019 in Kazan, Russia
The Government of the
Russian Federation hereby guarantees that the WorldSkills Competition 2019 in
Kazan (hereinafter referred to as the “WorldSkills Competition”) will be held in
full compliance with the rules of WorldSkills International, that the best conditions
possible will be created to ensure a successful championship, and that federal
authorities will provide necessary support. These include guarantees that:
all members of the delegations of the participating teams, the entire WorldSkills International delegation, business partners, members of the media and other accredited persons and guests with valid passports and accreditation for the WorldSkills Competition, will be able to enter the Russian Federation without visas (where possible) in order to perform their duties regardless of nationality, race or religion;
provisions
will be made for a safe and peaceful WorldSkills Competition; law enforcement
agencies of the Russian Federation will take comprehensive security measures to
protect the participants of the competition, official representatives, members
of the media and spectators at all venues of the WorldSkills Competition,
including transport, without any cost to the Organizing Committee of the WorldSkills Competition;
the import and export of technical equipment, inventory, tools and supplies, and audio and video equipment of foreign media (cameras; video cameras; radio, telecommunications and computer systems, etc.), equipment and gear for participants, printed advertisements and other presentation materials of WorldSkills International and commercial partners needed to fully support the WorldSkills Competition and provide high-quality services for its participants, will be performed on a priority basis and will be exempted from customs duties if allowed under the laws of the Eurasian Economic Union and the Russian Federation.
