Resolution No. 558 of 16 May 2026
The temporary ban on the export of waste and scrap of precious metals has been extended for another six months, from 1 June to 30
November 2026. The relevant resolution has been signed.
The previous ban came into force in November 2025 and was effective until 31 May 2026.
The resolution not only bans the export of waste and scrap of precious metals but also base metals clad with precious metals, as well as waste and scrap of electrical and electronic equipment used chiefly for the recovery of precious metals that are important for the domestic market.
As before, the restriction will not apply to the export of cathode antimony in ingots and samples taken from batches of scrap and waste of precious metals exported by refining organisations. Such samples must not weigh more than 500 grams per batch regardless of the number of batches under foreign trade contracts.
Such temporary bans have been introduced since 2022 to increase the production capacity of Russian refining organisations by integrating substantial volumes of secondary raw materials containing precious metals into the recycling and production of precious metals.
