The state programme Economic Development and the Innovation-Driven Economy was developed by the Ministry of Economic Development. The programme sets forth the regulatory tools and mechanisms that are essential to meeting the key objectives of innovative and socially oriented economic development set by the President and the Government of the Russian Federation.
The programme comprises the following nine sub-programmes: Creating a Favourable Investment Climate; Developing Small and Medium-Sized Businesses; Creating Conditions to Foster the Development of the Real Estate Market; Improving Public Administration and Municipal Administration; Encouraging Innovations; Increasing the Efficiency of Natural Monopolies and Other Regulated Organisations, and Promoting Incentive-Based Regulation; Workforce for the Innovative Economy; Improving the System of Strategic Public Administration; and Developing Official Statistics.
The programme, to be implemented in one stage from 2013 through 2020, seeks to create a favourable business climate, improve conditions for doing business, encourage businesses to adopt innovative approaches, and increase the efficiency of public administration. Full-scale implementation of the measures specified in the programme will facilitate the transition to innovative development of the Russian economy. Effective incentives will be created to boost investment and increase labour productivity.
