This document has been drawn up by the Ministry of Communications and Mass Media of the Russian Federation in order to implement Clause 6 of Russian President Vladimir Putin’s Instruction dated December 22, 2012, and Sub-clause 4 of Clause 27 of Russian Prime Minister Dmitry Medvedev’s Instruction dated December 28, 2012.
The implementation of the measures envisaged by the Directive will make it possible to maintain the information technology (IT) industry’s average growth rate from 2013 to 2018 at a level exceeding the average GDP growth rate by no less than 200%. In addition, this will increase the number of jobs in the IT industry, facilitate a rise in the output of products and services at home, and boost labour productivity in the Russian economy via the accelerated introduction of information technologies in related industries.
The above effects will reduce the national dependence on raw material exports by doubling the volume of exported hi-tech products and services to 280 billion roubles before 2018.
