Agenda: debt relief on budget loans for 25 regions of the Russian Federation, support for the development of regional growth points in the Far East, and funding for the creation of modular tourist accommodations in various regions.

Good morning, colleagues.
The Government employs a range of tools to support the constituent entities of the Russian Federation, including the cancellation of budget loan debt.
In accordance with the President’s instructions, new regulations were adopted in February. Under these rules, up to two-thirds of a region’s debt may be written off, provided that the freed-up funds are directed toward investment and infrastructure projects. Regions within the Far Eastern Federal District and the Arctic zone are also permitted to allocate these resources to implementing city master plans, as per the President’s instruction. Meanwhile, regions with low budgetary capacity may channel the funds toward national projects and initiatives related to the special military operation.
Today, we are writing off budget loans totalling nearly 43 billion roubles for 25 regions.
The funds that will remain at the regional level will accelerate the resolution of key issues affecting citizens. This will undoubtedly have a positive impact on the economic dynamics of both the regional and national levels, as well as on the social sphere.
The next item on the agenda concerns the Far East, which remains one of the Government’s priorities. Our focus extends beyond social development to include the creation of growth points aimed at ensuring sustainable, long-term development of the macroregion.
We will allocate budgetary funds for the current and following two years to support these growth points within the Far Eastern Federal District, totalling more than 2.5 billion roubles.
These funds will enable the implementation of key initiatives outlined in the master plan for the city of Ulan-Ude. Public facilities in Blagoveshchensk have been reconstructed, and infrastructure in the territories of advanced development has been modernised across the Republic of Buryatia, the Zabaikalsky, Kamchatka, and Khabarovsk territories, as well as the Jewish Autonomous Region and the Amur Region. In addition, housing projects under the Far Eastern Quarter programme in the Zabaikalsky Territory will be connected to utility networks.And more about assistance to Russian regions.
The President emphasized that the tourist industry is an important factor of enhancing the socio-economic potential of cities and entire regions that opens opportunities for creating up-to-date jobs and growth of business activity in such adjacent sectors as trade and construction, public catering and folk crafts. It promotes conservation and restoration of historical, architectural and cultural monuments.
The hotel room capacity is the key for developing the travel infrastructure. For this purpose, on instructions from the President, we assist across the country to build modular lodging facilities, including glampings and campings. They are quick to build and fit easily into any landscape, while exerting minimal impact on the natural environment.
Over the previous three years we have allocated 20 billion roubles to 65 regions to this end. It helped build about 13,000 such rooms for tourists.
Now we will provide 15 billion roubles in the current and the next two years. These funds will be received by 55 Russian constituent entities, including the new ones, to build there over 10,000 rooms more.
It is important that such projects are completed exactly by the agreed deadlines. And all of them should meet safety standards and offer comfortable conditions for accommodation, rest and travelling.
