The agenda: the development of infrastructure for healthcare, support for agribusiness projects of special military operation veterans and participants, extension of the programme of state guarantees on loans for maintaining enterprises’ production activities, update of the strategic line in digital transformation of science and higher education.
Mikhail Mishustin’s opening remarks:
Good morning, colleagues.
First of all, I want to speak about infrastructure development for our country’s healthcare.
The President underscored that modern and well-equipped medical institutions are one of the areas in the systemic work on raising the efficiency of the country’s healthcare. And the Government continues to help the regions in building such facilities.
The Oryol Region is creating a multidisciplinary medical centre. I inspected it attentively during my visit to Oryol. I discussed with the Governor the problems they faced then. They included problems both with contractors and the design specifications and estimates. I gave instructions to remedy the situation.
Now the construction is going efficiently using, inter alia, federal budget funds. Over 2 billion roubles have been earmarked for this purpose for the current year. And according to the plans we were to provide another 1.3 billion roubles to the region next year. We will allocate them to the region as early as 2025, so that they could complete the project ahead of schedule and open the centre for the patients as soon as possible. The relevant directive has been signed.
We support other Russian regions as well. The Pskov Region will receive a subsidy in the amount of about 260 million roubles for the construction of a new building of an interregional hospital and for renovating two district hospitals.
We will allot about 250 million roubles to the Altai Territory. The financing is required for building a surgery unit for the Barnaul maternal and child health centre. A corresponding directive has also been approved.
We will continue to help the regions in building and in developing healthcare institutions. This is very important for raising the availability of medical assistance all over the country and achieving the national goal of improving people’s health set by the President.
Another topic is support for our defenders.
The President noted that everybody in the regions is trying to do their utmost to create conditions for the guys who return from the combat area and their families.
And, of course, they must have the opportunity to adapt to peaceful life and go to work or open their own business.
This is why starting this year the system of assistance was supplemented by a grant, for which special military operation veterans and retired participants are eligible. These funds will be used to implement agricultural projects.
To this end we have allocated already 200 million roubles. We will provide funding to 10 more regions: Adygea, Ingushetia, Karachay-Cherkessia, Crimea, Sakha, North Ossetia, Tyva, Khakassia, the Belgorod Region and Khanty-Mansi Autonomous Area.
We hope that such measures will help our guys to find a job to their liking and promote creation of new jobs in the Russian regions.
The Government continues to encourage business initiative. It is a very important factor for securing stable development of specific business projects and the supply-side economy in general, mentioned by the President.
We will extend the rules of granting state guarantees for credits and bonded loans until the end of this year for those that are drawn down for three to seven years and are used to support production activities and capital investment. We will provide for this almost 290 billion roubles.
This mechanism will make it possible for the business people to reduce the risks and increase the attractiveness of investment in many important spheres, implement large-scale plans to launch new enterprises and upgrade the operating ones, raise their efficiency and lower the load on the environment. Eventually, this will benefit the level and living conditions for our citizens.
Now, about the decision which concerns the development of digital technologies in such key sectors as science and education.
These sectors have been using foreign soft- and hardware for several years. A number of Western companies have abandoned our market and stopped servicing their products in recent years.
The President emphasised that we must step up the provision of services using our own facilities. We should create our own original services and software and apply them, especially in critical areas.
The strategic line in the digital transformation of science and higher education solves these tasks. It is intended to raise the efficiency of fundamental research and expanding the possibilities of educational institutions using state-of-the-art technologies, including processing large amounts of information. Thanks to this, the unified public services portal launched the University Admission super service. The applicants submit their documents to the university staying at home, monitor the status of their application and obtain electronic student membership card.
On the President’s instruction, we have updated the strategic line road map for the next six years, including improvements to the state information system, which contains the results of all Russian research and development works and offers access to them for companies and enterprises, so that they could choose the best solutions for practical use and avoid extra expenditures on similar developments.
The Federal Information System of State Scientific Certification will also undergo changes. Its services are to be switched to a registry-based pattern, which will allow to receive e-documents instead of paper documents if the application is filed through the public services portal. It also applies to the procedure of issuing certificates acknowledging an academic degree or rank received in a foreign state, and scientists’ applications for housing certificates.
The organisations engaged in research will be able to file an application for tax benefits through this unified portal.
It is important to facilitate access to public services for individuals and businesses, to make such procedures easy and convenient.
We will continue to do everything necessary to implement the technological projects in the areas of priority for the country in order to achieve national development goals.
