Dmitry Grigorenko meets with Prime Minister of Kazakhstan Olzhas Bektenov
Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko paid a working visit to the Republic of Kazakhstan, where he met with Prime Minister of Kazakhstan Olzhas Bektenov and discussed issues related to digitalisation with the leadership of the Ministry of Digital Transformation, Innovations and Aerospace Industry of the Republic of Kazakhstan.
During the talks, the officials noted the impressive achievements of Russia and Kazakhstan in the fields of digital government and financial services’ development. In 2024, the share of non-cash payments exceeded 80 percent of all transactions in Kazakhstan. The republic has successfully introduced a digital personal passport system, enabling citizens to safely access online government, banking and commercial services through an integrated identification network.
“Digital transformation is not a technological race – it’s a broad evolution. Experience exchanges between Russia and Kazakhstan will allow us to establish new standards of comfort, safety and accessibility in the sphere of digital services. Instead of merely copying best practices, it is crucial that we jointly create IT products that cater to real public demand. The ultimate goal of digitalisation is not the technologies themselves, but rather to improve living standards through economic development and the introduction of genuinely comfortable digital solutions,” Dmitry Grigorenko said.
During the talks, members of the Russian delegation shared key achievements in the field of digitalisation.
Russia currently leads in the number of people obtaining and using online government services. The Government Services website has over 110 million users and processes more than
two million applications daily. Almost 80 percent of all applicants are registered online for kindergartens, schools, universities, hobby groups and other activities using
the Government Services website.Dmitry Grigorenko noted that Russia is among
several countries developing low-orbit satellite clusters. Six low-orbit
satellites were launched in 2024, with plans to launch over 290 low-orbit
satellites to ensure 100 percent broadband and affordable internet coverage by 2030.
The officials also focused on issues related to biometric identification,
highlighting the development of these technologies as an important aspect of work in both countries. Currently, Russian biometric technologies enable
payment for shop purchases and metro fares, as well as the provision of government services at integrated centres and even online business
registration.
Dmitry Grigorenko’s talks in Astana reaffirmed the mutual interest of Russia and Kazakhstan in expanding their digital partnership. The officials agreed to continue their
dialogue on key aspects, including the implementation of joint projects in information
technologies, online government services and digital infrastructure.
