Agenda: Subsidised long-distance train tickets for children, lowering administrative load on non-profit organisations, ratification of the agreement with Belarus on cooperation and information exchange in financial market oversight and control.

Good afternoon, colleagues.
Before we get down to our agenda, I would like to brief you on support for families with children. The President pointed out the importance of regular efforts to improve the quality of life for these families.
The Government is implementing a broad range of measures towards this end, such as one-off payments, monthly payments and various benefits, including subsidized long-distance train tickets. Parents get a 50 percent discount for tickets for children aged between 10 and 18 years.
This discount is only effective from September to May for children attending day schools. The other children, including the students of vocational training schools and colleges, cannot apply for this benefit. We believe that this is not right.
We propose providing this discount round the year and to all children aged 10 to 18 years regardless of the place and form of education. Besides, it will not be necessary to provide any proof from these educational establishments.
Thanks to this decision, travel by train will become more affordable for families with children. As a result, families will travel around the country more often, which is especially important during summer holidays.
Our agenda today includes an item on lowering administrative load on non-profit organisations.
The President has emphasised the need to modernise the regulation of this sector, make it simpler and more comfortable, enhance its effectiveness, and give people more opportunities for self-realisation in the social sphere.
There are tens of thousands of non-profits in Russia. Many of them are implementing extremely important social projects, engage in charity, and help people in difficult circumstances. There are various volunteer associations and many other organisations that bring together concerned people with an active stance in life.
Non-profits are obliged to submit their annual performance reports to the Justice Ministry by mid-April. The preparation of these documents takes much time and often cannot be done without the assistance of the professionals these organisations do not have on the staff. The Government has drafted amendments to the relevant laws to help these organisations accelerate the preparation of these reports and cut outsourcing expenses.
They will be able to submit their performance reports online via their accounts, which will save a lot of time.
In addition, a single form of reporting will be published on a special information resource. It will include information about the personnel of the non-profit organisations’ managing bodies, programmes and operating results, as well as the use of their property and funds, including those they received from foreign sources.
This approach will enhance the transparency and openness in the work of non-profits. Bona fide organisations will find it easier to attract funding, and all Russian citizens wishing to donate funds or personal service to these organisations will be able to check if they are bona fide.
We believe that these amendments will promote the development of our civic society and make its interaction with the ministries and departments more efficient.
Let us take up another item on the agenda.
Russia continues to strengthen integration with Belarus within the Union State. Today we will discuss the draft law on the ratification of the agreement on cooperation and information exchange in financial market oversight and control signed between our Governments and between the Central Bank of Russia and the National Bank of Belarus.
This document will accelerate the implementation of the programme on harmonising the norms of regulation and supervision of banks, non-governmental pension funds, insurance companies and other organisations operating in the territory of our countries. It will also ensure the development of unified principles for the protection of the interests of depositors and investors, as well as simplify joint inspections of cross-border transactions. And lastly, it will strengthen the reliability and stability of our financial institutions and economies.
I am confident that these measures will help boost business partnership between Moscow and Minsk and will promote the implementation of many promising projects, including by our businesses.
