Mikhail Mishustin: Good afternoon, colleagues.
Today,
we will start with an issue that concerns our children and young people. As per
the President’s instructions, we continue to establish essential regional infrastructure so that young people can study in comfortable conditions and expand their knowledge while improving their health
during the holiday season.
We are conducting this work in accordance with a specialised federal project.
We are building temporary facilities for accommodating young people and renovating canteens, cafeterias and health posts
at children’s recreation and wellness organisations. The Government has decided
to expand this programme. From now on, it will also aim to modernise and improve facilities for children’s extracurricular activities,
including gyms, art studios, hobby groups and sections. With this in mind, we
have amended regulations for providing regions with federal subsidies for these
purposes. It is very essential that the time children spend at camp is
engaging and fulfilling, leaving them with positive memories of their
experience.
Let us now discuss support for national agricultural enterprises.
The President has specifically emphasised the need to increase the production
and supply of high-quality, affordable food products in Russia, including fish
products.
We provide agricultural producers with a wide range of support mechanisms,
including soft loans, equipment leasing contracts and grants enabling farmers
to develop high-priority sectors.
Additionally, subisidies will be available for investors financing long-term
agricultural projects, such as the construction of food storage facilities,
selection and seed-breeding centres, and many other facilities. The 2025 budget
stipulates 8 billion roubles for these purposes.
From now on, entrepreneurs who are ready to invest in aquaculture salmon fish
farming enterprises will be able to obtain this support. They will be
reimbursed for 25 percent of their direct expenditures for building and upgrading fish-breeding facilities, including the purchase of properties and equipment,
laboratories, pumping stations, boiler rooms, utility networks and software.
However, there is one pre-condition: all these facilities must constitute an integral technological cycle.
The relevant Government resolution has been drafted.
This decision should make the fisheries sector more reliable. It will help
expand Russia’s food market, allowing people to buy a wide assortment of high-quality foodstuffs.
Now,
we will focus on the sustainable development of regions. More cost-effective
management of federal property in Russian territories is a key prerequisite for successfully accomplishing objectives in this area.
As the President has emphasised, it is necessary to actively integrate underutilised land plots into
economic circulation. Their efficient management will benefit people, with businesses
profiting as well.
We are actively conducting this work across multiple fields. For instance, we
are using digital technologies to reduce
red tape and expedite necessary decisions. Online services enable major
investors and prospective bidders to apply for land plots designated for their
own homes. Over the past four years, this approach has facilitated the inclusion of over 24,000 hectares of land into economic circulation.
An ad hoc government commission is working on decisions regarding the most
significant federal property assets.
In the coming days, we will expand its powers, allowing its members to explore
the possibility of granting regional or municipal property status to real
estate.
This
new approach will promote a more coordinated and well-considered policy in this
area.
Mr Khusnullin, I would like to invite you to discuss this work, particularly
the efforts to integrate underutilised
land plots into economic circulation. How will local authorities collaborate with
the governmental commission at this stage? You have the floor, please.
Marat Khusnullin: Mr Mishustin, colleagues,
The comprehensive development of land for housing and infrastructure is one of the Government's key objectives, directly tied to its overarching goal – improving citizens' quality of life. As part of the Infrastructure for Life national project , more than 1 billion square metres of housing must be built by 2030.
One of the main obstacles to housing development is the limited availability of suitable land and the necessary utilities infrastructure. To address this, it is essential to maximise the urban planning potential of available land, ensuring its comprehensive development for large-scale projects, including the active use of previously unused plots. A core responsibility of the Government Commission on Housing Development is determining the most effective use of federal land. This includes evaluating the efficiency of land use in properties owned by the Russian Federation.
Since 2020, we have been systematically improving the Commission's operations. In particular, we have fully engaged regional authorities in this process and developed roadmaps with them to transfer land plots under strict conditions, setting clear deadlines for their development.
To support tourism development, the Tourism.RF corporation has been granted authority as an agent for managing assets in this sector. The commission was also strengthened with representatives from the Presidential Executive Office, Roskadastr public not-for-profit company, the Territorial Development Fund, and the Institute of Spatial Planning. Expanding the range of issues under review has significantly increased the volume of federal property sales.
To date, we have brought 11,500 hectares into circulation, generating over 100 billion roubles in revenue. This work continues to expand, with a significant number of properties already built on these sites.
I would like to extend my sincere gratitude to all agencies and organisations involved in this complex effort for their system-wide approach. We maintain close collaboration with colleagues across various institutions, including the Federal Agency for State Property Management, the Federal Registration Service, the Ministry of Construction, Housing and Utilities, the Ministry of Agriculture, DOM.RF, the Territorial Development Fund, Roskadastr, and many other ministries and agencies.
We are beginning to implement the Infrastructure for Life national project. Our task in this context is to create a bank of land plots suitable for construction and to streamline the investment and building cycle where it concerns the preparation of construction sites for acceptance by investors. The Government Commission’s work is crucial in implementing these tasks.
We have drafted proposals – as you mentioned, Mr Mishustin – on granting the commission additional powers to consider issues related to transferring real estate to regional or municipal ownership. Mr Mishustin, thank you for supporting these proposals. Decisions on them have been made. Now we must consider how to terminate federal institutions’ authority to use ineffective federal property. The necessary governmental acts have been submitted to the Government.
Thus, a comprehensive system for administering federal property will be created as part of the Government Commission’s purview. This system will make it possible to sell federal property effectively, accurately assess the balance of public property use, optimise the transfer of federal property to other levels of authority, and revoke powers where federal property is misused or used ineffectively. Therefore, we will be able to sell more unused property, including with a view to financing national projects. To implement the aforementioned national project, we have decided to conduct an inventory of all the property controlled by the Federal Treasury with a view to potentially using land plots for construction. We see that the Federal Agency for State Property Management is actively involved in this work. This year, our colleagues are planning to submit proposals concerning 10,000 hectares of land for consideration by the Government Commission. We hope to increase this figure in the future.
We also continue to cooperate actively with the regions. This joint work has proven effective. We have experimented with making an inventory of all real estate facilities. The experiment has revealed a great number of unused facilities in regional, municipal and private ownership. We will continue this effort.

Mishustin, for supporting digital transformation initiatives. Since 2021, the Federal
Registration Service has been actively implementing the projects Land for Construction and Land for Tourism in cooperation with Roskadastr. These services are available on the public
cadastral map and allow investors, developers, and any citizen to apply for land
plots suitable for housing construction or tourism activities.
Mr Mishustin, you have also supported the initiative
to create a single digital platform for the Federal Property Management Service.
This platform will enable comprehensive accounting of all public property in the Russian Federation, including federal, regional and municipal assets. It will
facilitate the systematisation of data by centralising the registration of properties that have yet to be placed on cadastral registration, as well as unallocated properties. We consider the establishment of such a system to be one
of the top priorities of the State Property Management Agency.
This work will be carried out in conjunction with the Federal Registration
Service, the State Property Management Agency and Roskadastr’s ongoing
inventory of reference communities, alongside efforts in urban master planning.
The objective is to conduct an inventory across all reference communities, of which there are 2,155.
I would
like to highlight that the draft law allowing Roskadastr to undertake a comprehensive inventory of properties at the request of entities, upon the conclusion of the relevant agreements, is nearing completion.
All these efforts will enable us to bring public property into proper order.
In conclusion, I would like to reiterate that land is a valuable but limited
resource, making it crucial to determine its most efficient use accurately.
The Government commission has established the necessary comprehensive system to manage federal property with a view to implementing the Infrastructure for Life national project.

It is essential to clarify matters in this area, as the inventory of all land
reserves will facilitate the development of housing and infrastructure
construction, boost investment activity, particularly
in the regions, and create many jobs. Furthermore, it will significantly benefit our
tourism industry, as investments in related
sectors have a multiplicative impact on tourism.
We anticipate that such decisions will enhance the quality of life for our citizens
and help achieve the national objectives set by the President.
