Deputy Prime Minister Alexei Overchuk took part in the meeting of the Council of the Eurasian Economic Commission.
The meeting participants approved the draft resolution of the Supreme Council, which vests powers to develop Eurasian transport corridors in the EAEU Council of Heads of Authorised Transport Bodies.
Changes have been made to the requirements for instructions for medical use of drugs. These changes are aimed at eliminating the excessive customer testing of instructions for medical use of drugs, and updating warning information for the patient about the presence of certain types of excipients in the drug. The adoption of this decision will help maintain the range of medicines circulating on the market and reduce the costs for pharmaceutical manufacturers.
The development concept of the common market of medicines within the EAEU was approved for further adoption at the meeting of the Eurasian Intergovernmental Council. The concept aims to ensure sustainable functioning of the EAEU common market of medicines. It also envisages for improving and optimising of registration procedures and regulation of medicines’ circulation, including the alignment of the legislation of the EAEU member states in the field of control (supervision) in the sphere of circulation of medicines. The concept also provides for improving the effectiveness of information systems in the sphere of circulation of medicines, the development of infrastructure and competencies in the EAEU member states, and cooperation of the EAEU member states on production of pharmaceutical products.
The meeting adopted a decision to establish value standards for e-commerce goods purchased by individuals to be imported into the EAEU customs territory without paying customs duty. They retained the value threshold of duty-free importation in the amount of 200 euros.
The meeting participants considered the implementation of the Strategic Guidelines for the Development of Eurasian Economic Integration until 2025. The Commission was instructed to accelerate the strategy implementation.
On the initiative of the Russian side, it was decided to establish the rate of import customs duty on monoblock vehicle air conditioners aimed at increasing the competitiveness of Russian manufacturers and raising the share of domestic products in the Russian market. Starting from 2023, the production capacities of Russian manufacturers will fully cover the needs for air conditioners of all public transport manufacturers not only in Russia, but also in the EAEU.
On Russia's initiative, it was decided to expand the list of Russian financial organisations participating in the financial assistance for implementing joint cooperation projects in the industrial sectors by EAEU member states.
The meeting participants also supported the Russian initiative to extend the effective date of the technical regulation On the Safety of Alcoholic Beverages and to work out amendments aimed at reflecting in the technical regulation the specifics of the Russian market regulation.
