The agenda includes systemic support for the agro-industrial complex, the extension of preferential insurance premium rates to enterprises producing equipment for the production of electronics, and the expansion of the road network in the regions as part of the Safe Quality Roads national project.

Good morning, colleagues,
Today we will begin our meeting with agriculture. The Government has been consistently providing support to this sector in response to its requests.
Decisions have been developed to strengthen the positions of domestic farmers in a number of areas. First of all, we will continue the comprehensive development of rural areas, creating comfortable conditions for those employed in this industry. All the achievements in this area, including harvests and records, are due to them. As you know, the rural mortgage programme was launched to address this matter. A preferential loan at 3 percent can be taken to build or purchase a house in a rural area, as well as to develop the territory adjacent to the house.
We will additionally allocate almost 5 billion roubles to subsidise over 160,000 loans that have been provided in recent years. This is important for our citizens and for families with children who have built or bought a house in a rural area.
As the President stressed, we will continue to provide consistent support to farming businesses, including small farms, helping them grow, expand production and enter foreign markets more actively. This also concerns producers and processors in the agro-industrial complex. Large investments are required to maintain competitiveness in this area, including to purchase the necessary equipment. In order to increase the volume of agricultural production, businesses are provided with concessional loans and relevant support programmes.
We will additionally allocate over 57.5 billion roubles to subsidise these loans. There are about 40,000 of them. This is a vital decision. It is essential that enterprises and individual entrepreneurs can continue to operate successfully.
We will also allocate funding to help farmers mitigate costs during emergencies. State-supported insurance contracts offer valuable assistance in this regard. To safeguard the financial stability of agricultural enterprises from fluctuations in credit institution rates, we will provide them with additional financial support.
A total of over 750 million roubles will be allocated to 29 regions for this purpose. This funding will support agricultural insurance not only for small farms but also for those involved in key sectors such as livestock breeding, elite seed production, milk and wool production, grain processing, fish farming, and other sectors.
We anticipate that these measures will enable the agro-industrial complex to maintain high efficiency. Ultimately, its success is crucial to our country’s food security, ensuring that people have access to high-quality, healthy domestically-produced food.
Another decision focuses on the development of our own electronic component base. To boost domestic production of these products, the President has instructed the creation and implementation of our own technological equipment, stressing the importance of achieving sovereignty in key areas that ensure the resilience of our economy.
To achieve this, we are implementing a comprehensive set of measures to support domestic organisations, as we recently discussed at the Microelectronics Forum. One of the key topics was the four-fold reduction in insurance premium rates.
We will now extend this benefit to companies that manufacture equipment for electronics production, including CNC machines, equipment for growing semiconductor ingots or for forming microcircuits. Starting 1 January next year, these companies will be able to take advantage of this benefit.
This measure will enhance the financial capacity of innovative companies, providing them with additional funds each year. These resources can then be invested in promising research, the development of advanced products, and, importantly, in the growth of human capital.
The next issue deals with the expansion of the road network in the regions.
We will allocate three billion roubles to bring motorways and related infrastructure up to standard. As part of the Safe Quality Roads national project, nine Russian constituent entities will receive funding this year. This decision will expedite construction in the regions, including the renovation of a bridge in North Ossetia, the construction of the Rpensky passage in Vladimir and an overpass over the Insar River in Mordovia. We will also achieve a greater return on every budget rouble invested in development.
The President stressed that the strengthening of the national economy and industry, and ultimately the quality of life for our citizens, along with the growth of business and tourism, largely depend on quality modern motorways, efficient routes and transport hubs.
In order to achieve the goals set by the President, this work will continue next year under the new national project Infrastructure for Life, which will encompass the construction and renovation of not only roads, but also housing, utility networks, social facilities and public transport.
