Agenda: a visit to the XIV Innoprom International Industrial Exhibition, supporting projects to create components and parts for industrial products, and providing assistance to the energy sector in the new regions.
Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
Before getting down to issues on our agenda today, I would like to say a few words about our trip to Yekaterinburg for Innoprom, the main industrial exhibition in our country.
The projects we have seen there are aimed at attaining the goal of technological sovereignty formulated by the President. The technologies exhibited at Innoprom will determine the future image of the Russian industry, of our industrial sectors.
Taking part in that event were my colleagues from Belarus, Tajikistan and Kyrgyzstan, and well as delegates from many friendly countries. We discussed the development of cooperation in the key spheres, in particular, in aircraft and automobile manufacturing, space exploration, pharmaceuticals, mechanical engineering, metallurgy and other economic sectors.
I have no doubt that the contracts signed and the agreements reached at Innoprom will give a fresh impetus to international economic cooperation, primarily within the Union State of Russia and Belarus, the Eurasian Economic Union, the Commonwealth of Independent States, the Shanghai Cooperation Organisation and BRICS.
I would like to say a few words about supporting the projects that will form the basis of our technological sovereignty. The President explicitly emphasised the importance of R&D projects to create the technologies and products our industry needs, including in small quantities.
During the previous meeting, the Government allocated over 500 million roubles for developing regulations to increase the volume and range of chemical products.
Today, we will allocate 1 billion roubles for preparing design documents for the production of components and materials for a number of sectors, primarily medicine and rehabilitation procedures, including for bone marrow biopsy, as well as automobile manufacturing, the light industry, transport and power engineering, like components for electric engines and gas turbines.
It is notable that this work is based on the market and consumer requirements, following which a new production chain is created with an economic effect that is more than two times larger than initial investment.
Overall, budget funding worth about 10 billion roubles has been provided to 220 such projects since 2022. A third of them have entered or will soon enter production.
We believe that our decision will help strengthen the technological foundation of domestic industries and will facilitate a sustainable supply of raw materials and components, including those necessary for ensuring safety of lives and health of our citizens.
Today, we will also allocate funds to support power generation in the new regions. We will provide about 3.6 billion roubles for this purpose within the socio-economic development programme of the Donetsk and Lugansk people’s republics and the Zaporozhye and Kherson regions.
Approximately 780 million roubles will be allocated for rebuilding distribution grids in these regions, including for buying special-purpose equipment, instruments, clothes and, of course, individual protective gear.
The bulk of these funds – over 2.8 billion roubles – will be used to create a reserve of equipment and materials needed for maintaining steady operation of electric power facilities. This will allow us to promptly carry out repairs to guarantee reliable and safe electricity supply to all consumers in the new regions. Our citizens will receive the electricity they need for comfortable living.
