On 17 June, Russia and Belarus approved in Moscow action plans for carrying out the main guidelines for the implementation of the Treaty on the Establishment of the Union State for 2024–2026, earlier agreed upon by the two countries’ specialised ministries and agencies.
Action plans are working tools for executing the guidelines, which include tasks in all spheres of work of the Union State of Russia and Belarus. The main guidelines for implementing the Treaty on the Establishment of the Union State for 2024–2026 are designed to bring together the positions and regulatory legal framework of Russia and Belarus in order to develop joint economic potential, create a joint transport and energy system, pursue a coordinated tax policy on issues of mutual interest and cooperation in the customs sphere, as well as to pursue a coordinated policy in the social and cultural field.
In accordance with these objectives, the parties will implement activities in the following 11 areas:
1. Conducting a coherent structural macroeconomic policy.
2. Creation of a common financial market.
3. Harmonised tax policy and cooperation in the customs sphere.
4. A common industrial policy and cooperation in trade.
5. Agrarian policy.
6. Functioning of united energy markets of the Union State and ensuring reliable and safe operation of nuclear energy facilities.
7. Functioning of the united transport system of the Union State.
8. Common information space of the Union State.
9. Cultural and humanitarian, scientific, technical and social spheres.
10. Activities in the field of statistics.
11. Formation of a legal space.
