Agenda: development of medical care for diabetic patients, simplifying procedure for foreign entrepreneurs to open accounts in Russian banks, and development of the machine-tool industry.

Good morning, colleagues.
Let us start with a vital issue – the development of medical care for diabetic patients.
The President has emphasised the importance of this work, which should include early diagnosis, guaranteed supply of medical goods, consumables and medicines, as well as preventive services.
On the President's instructions, the Government has prepared and is already implementing a relevant federal project. It includes a whole range of measures aimed, among other things, at expanding the infrastructure of the diabetes services in Russian regions.
We will allocate over 2.3 billion roubles for the development and creation of new endocrinology centres and schools for patients with diabetes in the country's regions, as well as for the purchase of medical goods for them.
We will also allocate almost 1.4 billion roubles to Russian regions to equip healthcare institutions in rural and remote areas with laboratory equipment and special devices to detect the disease and monitor the health of patients with this diagnosis.
We will also continue to implement all measures necessary for this. We need to ensure equal accessibility and high quality of medical care. This includes people who live in hard-to-reach areas and are unable to visit a doctor regularly, request a home visit or travel to get medicines.
One more decision has been taken. It should make it easier for citizens and organisations from friendly countries to do business in the Russian market.
Creating more comfortable conditions for foreign enterprises and entrepreneurs is an important part of the Government's systematic efforts to achieve financial sovereignty within the framework of the national goals set by the President.
The signed directive defines a list of 25 countries whose citizens and legal entities will be able to open accounts or deposit funds in Russian banks using a simplified procedure. Such an opportunity will be available in Belarus, Kazakhstan, Brazil, India, China, Saudi Arabia, Türkiye and some other countries.
To do this, foreign citizens will need to submit a set of necessary documents to a lending organisation located in their country before entering Russia. On arrival, they will already be able to make payments at our banks.
Of course, this is much more convenient for everyone who comes to us: tourists and entrepreneurs.
We believe that the decisions taken will help improve cooperation between the business communities of the partner countries.
Now to another topic – development of the domestic machine tool industry. We discussed possible steps in this area in detail at the strategic session in May.
We will allocate three billion roubles for guarantees on favourable terms for specialised enterprises operating in the defence industry. This will allow them to use the funds to secure the fulfilment of contracts at a rate of less than 1 percent per annum. Thanks to this measure, the financial burden on sectoral enterprises will be reduced.
Another 500 million roubles will go towards subsidies for manufacturers of machine-tool products. These resources will enable them to provide customers with discounts of up to 30 percent depending on the type of product.
