Acting in line with objectives set by the President, the Government continues to draft an updated concept of the state migration policy. Participants of a strategic session at the Government’s Coordination Centre, including representatives of federal ministries and agencies, as well as heads of several Russian regions, discussed the document’s basic provisions.
Following a May 2023 strategic session, the Government passed an entire package of decisions aimed at streamlining migration policy. Officials are currently implementing some of these decisions. Today, additional mechanisms are being designed to the decisions more effective, while new essential measures are also in the works to help with this.
For example, the Government is planning to complete the digital transformation of the state administration system in the sphere of migration. This implies the creation of online registers listing employers and incoming foreign workers.
“We must clearly understand who is arriving in this country, and we must know all about their professional skills and experience. Moreover, we must correlate this data with the development of the labour market in specific sectors, we must monitor the changing situation and pinpoint areas that might be hard pressed for Russian specialists. We need to make well-thought-out decisions in accordance with all this data,” Mikhail Mishustin noted in his remarks.
As part of our implementation of digital tools to regulate immigration, we plan to move all forms of interaction between government authorities and foreign citizens to a convenient online format. This measure will help strengthen control in such a sensitive area as immigration.
“In view of the significant immigration flow to this country, we need to focus particular attention on security issues,” the Prime Minister stressed.
He noted that when foreign citizens break the law, it often causes wide public outcry.
“It is important to ensure the proper level of control over foreign workers in Russia, and to effectively expose illegal immigrants and individuals prone to unlawful activities,” Mikhail Mishustin noted.
The Government is also working on developing a digital platform that will contain learning materials to assist foreign citizens who come to work in Russia learn the Russian language. This measure will help migrant workers better adapt because speaking the local language is the primary factor for integrating into a different environment.
