Agenda: Financial incentives for the winners of pedagogical contests, subsidies to regions for the creation and upgrade of agricultural facilities, and support for housing construction projects in Crimea.

Colleagues.
The President announced this year as the Year of the Teacher and Mentor. I would like to announce the decision to support people who have chosen to transfer their knowledge to children and youth as their vocation.
Every year, nationwide professional competitions are held in the regions for teachers, educators, school directors, masters and other specialists in the field of education. They make it possible to exchange innovative experience, share innovative ideas and their achievements. Starting this year, the Government has determined a one-time monetary incentive for them. The first-place winners of the national Teacher of the Year contest will receive one million roubles each and other winners will receive 500,000 roubles each. And the participants who win other similar competitions held by the Ministry of Education will also receive cash prizes of 200,000 roubles. This will help support the most talented and creative teachers and attract more talented young people to the profession.
Now to agriculture. The industry is showing positive results, including by launching new investment projects. These projects, as the President has repeatedly emphasised, should be implemented on the basis of the latest scientific achievements, high agricultural standards, and in close connection with the regions.
The Government will allocate more than 800 million roubles to Russia’s regions where capacities are being upgraded at agricultural enterprises. These inter-budgetary transfers are being provided as part of the reimbursement for some of the costs of creating and upgrading agricultural facilities. The Primorye Territory, and the Voronezh and Sakhalin regions will receive them.
The allocated funds will help increase the volumes of deep grain processing, the production of dry dairy products, and fishmeal. All of these items are in high demand.
We will continue to support domestic agribusiness, which is ready to invest in updating enterprises in Russia. This is not just expanding the product line for customers, but also creating new jobs in our regions.
Another topic. The Government continues to systematically address the issues of the socioeconomic development of Crimea. The President has set a goal to significantly increase the inflow of private investment to the peninsula, creating more comfortable and business-friendly conditions if businesses want to work there.
The free economic zone created there is one of the most effective tools to increase the number of investors. In my report to the State Duma, I said that for one rouble of benefits provided to participants, there are more than three roubles of private investment, and their total volume is about 300 billion roubles.
The Government has proposed extending this mechanism for the implementation of housing construction projects. Business people will be given preferences for urban planning and land use. It will become easier for them to choose and get land plots where modern and comfortable housing for people on the peninsula will be built.
At the same time, the regions will be able to require developers to transfer part of the constructed housing stock to state or municipal ownership. These flats will be primarily provided to categories of beneficiaries.
This will help improve the quality of life in the region and increase business investment activity.
