1. The information by the Ministry of Energy summarising the performance results and drawing prospects for the coal industry development shall be taken note of.
2. The Ministry of Energy (Alexander Novak, minister), in cooperation with the relevant federal and regional executive agencies and organisations, shall guarantee the implementation of the long-term programme for the development of the coal industry into 2030, approved by government executive order No. 14r, of January 24, 2012, with special attention to:
- industrial and environmental safety, and prevention of mining accidents;
- the improvement of coal supply by rail, and a shift to long-term contract services; and
- the settlement of social issues in the coal industry, particularly with co- funding by private mining companies.
3. The Ministry of Finance (Anton Siluanov) and the Ministry of Energy (Alexander Novak) shall guarantee the budget funding into 2018 of coal company liquidation projects and of other projects pertaining to the restructuring of the coal industry and the resettlement of miner families presently dwelling in unsafe dilapidated houses to be demolished (total up to 6 billion roubles for 2013 into 2015).
4. The Ministry of Economic Development (Andrei Belousov) and the Federal Service for Supervision of Environment, Technology and Nuclear Management (Rostekhnadzor; Nikolai Kutyin) shall pace up decision-making on the approval of regulatory acts establishing safety standards in the coal industry, drawn in compliance with the programme for further improvement of labour conditions, enhancing mining safety, reducing the number of accidents and injuries in the coal industry, and preserving the efficiency of paramilitary rescue units, and in compliance with regulatory acts/executive orders of Rostekhnadzor, issued prior to the adoption of government resolution No. 421, of July 2, 2012, on the measures to streamline the drawing of regulatory acts by federal executive agencies that set mandatory standards outside the sphere of technical regulation.
The Ministry of Economic Development (Andrei Belousov) and the Federal Service for Supervision of Environment, Technology and Nuclear Management (Rostekhnadzor; Nikolai Kutyin, head) shall, before October 1, explore the question of delineating the duties of federal ruling bodies in licensing the industrial use of explosives.
5. The Ministry of Regional Development (Oleg Govorun) shall, before September 15, submit to the government, in compliance with the established procedure, suggestions on amending Article 48 of the Urban Development Code to grant to the government the right to approve design documentation on mine construction.
6. The Ministry of Industry and Trade (Denis Manturov), the Ministry of Energy (Alexander Novak), the Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov) shall make additional studies for measures and financial sources of the subprogramme for state-of-the-art individual protective gear and subsurface life support systems in coal mines of the National Technological Basis federal targeted programme, and report the results to the government.
7. The Ministry of Natural Resources and Environment (Sergei Donskoi) shall, before September 1, consider the need for adjusting the rules and regulations on the establishment and shifts of borders of subsurface sites granted for use, approved by government resolution No. 429, of May 3, 2012, concerning the change of borders of licensed sites.
The Ministry of Natural Resources and Environment (Sergei Donskoi) and the Ministry of Energy (Alexander Novak) shall, before October 1, explore the question of adjusting the legislation concerning the opportunity of a merger of adjacent sites belonging to one user, and report the results to the government.
8. The Federal Tariff Service (Sergei Novikov), the Ministry of Industry and Trade (Denis Manturov), the Ministry of Economic Development (Andrei Belousov), the Ministry of Transport (Maxim Sokolov) and the Ministry of Energy (Alexander Novak) shall, in cooperation with Russian Railways and coal mining companies, explore the question of amending the procedure of freight tariff calculation for leased wagons and the rules of their use, which should envisage the opportunity of Russian Railways using adjusting factors within the established price corridor, differentiated depending on the kind of freight and the route, and report the results to the government before September 15.
9. The Ministry of Economic Development (Andrei Belousov), the Ministry of Energy (Alexander Novak) and the Federal Customs Service (Andrei Belyaninov) shall evaluate the opportunity to introduce import duties for coking coal with consideration for Russia's obligations to the World Trade Organisation, and report the results to the government before September 1.
10. The Ministry of Finance (Anton Siluanov), the Ministry of Energy (Alexander Novak), the Ministry of Economic Development (Andrei Belousov), and the Ministry of Natural Resources and Environment (Sergei Donskoi), in cooperation with the relevant federal executive bodies, shall make additional evaluation of coal mining companies' suggestion to introduce fiscal incentives for the development of hard-of-access East Siberian and Far Eastern coalfields, including the establishment of mineral tax holidays at the initial stage of such development, and report the results to the government before October 5.
11. The Ministry of Agriculture (Nikolai Fyodorov), the Ministry of the Interior (Vladimir Kolokoltsev) and the Ministry of Energy (Alexander Novak) shall, in cooperation with the relevant federal executive bodies and coal mining companies, explore the question of streamlining the rules of admittance to driving self-propelled vehicles and of the issuance of tractor/engine driving licenses concerning heavy-duty vehicles used in the coal industry, and report the results to the government.
12. The Ministry of Healthcare (Veronika Skvortsova), the Federal Service for Supervision of Consumer Protection and Welfare (Gennady Onishchenko) and the Ministry of Energy (Alexander Novak), with participation of the Independent Russian Trade Union of Coal Industry, shall evaluate the necessity for adjusting departmental acts concerning the protection of the personnel's health and the establishment of subsurface health centres and stationary toilets in coal mines, and report the results to the government.
13. The Ministry of Labour (Maxim Topilin) and the Ministry of Energy (Alexander Novak), with participation of the Independent Russian Trade Union of Coal Industry, shall evaluate the necessity for adjusting departmental acts setting the standard quotas of free supply of protective clothing and footwear, and other individual protective gear to the personnel of mines, quarries and companies of the coal and slate industry with harmful and/or hazardous conditions, including unfriendly temperatures and/or pollution, and report the results to the government.
14. The Ministry of Transport (Maxim Sokolov), the Ministry of Finance (Anton Siluanov), the Ministry of Regional Development (Oleg Govorun) and the Kemerovo regional administration shall explore the prospects for the co-financing of highway construction on the stretch between Leninsk-Kuznetsky and Kemerovo (from the 274th kilometre to the 295th, category I-A, length 19.443 km) from the federal budget in 2012, and report the results to the government before October 5.
15. The Ministry of Labour (Maxim Topilin), the Ministry of Energy (Alexander Novak), the Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Transport (Maxim Sokolov), with participation of the Independent Russian Trade Union of Coal Industry and coal mining companies, shall, before October 1, draw proposals on amending the Labour Code and departmental normative legal acts to prolong, in coordination with trade unions, the daily work shift for persons engaged in coal mining, as compared to daily shifts established for persons working in harmful and/or hazardous conditions (on the term of shortened work time).
The Ministry of Labour (Maxim Topilin), the Ministry of Energy (Alexander Novak) and the Ministry of Healthcare (Veronika Skvortsova), with participation of the Independent Russian Trade Union of Coal Industry and coal mining companies, shall, before October 1, draw proposals on amending the Labour Code to grant subsurface coal miners and employers the right to determine on contract terms the length of the general annual vacation on condition of the mandatory minimum (28 calendar days) with the opportunity of legal monetary compensation to the employees of the unused days of annual additional vacations, on which the employees may remain on the basic job.
The Ministry of Labour (Maxim Topilin), the Ministry of Healthcare (Veronika Skvortsova) and the Ministry of Energy (Alexander Novak) shall, in cooperation with the relevant federal executive bodies and coal mining companies, submit proposals before October 1 on amending the regulatory basis to review the list of heavy duties prohibited to women in the view of curtailing it in connection with improved production technology and modernised equipment, and with the view to increase women workers' earnings and reduce the shortage of trained mining personnel.
16. The Ministry of Labour (Maxim Topilin), the Ministry of Finance (Anton Siluanov), the Ministry of Energy (Alexander Novak) and the Ministry of Economic Development (Andrei Belousov), with participation of the Independent Russian Trade Union of Coal Industry, shall explore the questions of pensioning the coal industry personnel and submit proposals in compliance with the established procedure on issues demanding government decisions.
17. The Ministry of Finance (Anton Siluanov), the Ministry of Energy (Alexander Novak), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Natural Resources and Environment (Sergei Donskoi) shall make additional studies to evaluate the opportunity for the exemption of reserves from the taxable base of profit taxation to form funds for the liquidation of mines in connection with population resettlement and environmental damage, and report the results to the government.
18. The Ministry of Energy (Alexander Novak), the Ministry of Natural Resources and Environment (Sergei Donskoi), the Federal Service for Supervision of Environment, Technology and Nuclear Management (Rostekhnadzor; Nikolai Kutyin), the Federal Service for Supervision of Natural Resources (Rosprirodnadzor; Vladimir Kirillov) and the Federal Agency for Mineral Resources (Rosnedra; Alexander Popov), with participation of coal mining companies, shall explore the questions pertaining to the normative definitions of "production capacity", "plant development", and "dangerous to life and health", and submit proposals in compliance with the established procedure on issues demanding government decisions.
19. The Ministry of Energy (Alexander Novak), the Ministry of Economic Development (Andrei Belousov) and the Ministry of Natural Resources and Environment (Sergei Donskoi) shall evaluate the prospects for the construction of coal-fired power stations to export electricity to China, and report the results to the government.
20. The Ministry of Finance (Anton Siluanov) and the Ministry of Economic Development (Andrei Belousov) shall evaluate the opportunity for the renewal of subsidising the interest rate on credits to companies of the coal industry with consideration for Russia's obligations to the World Trade Organisation, and report the results to the government.
21. The Ministry of Transport (Maxim Sokolov) and the Ministry of Economic Development (Andrei Belousov) shall, in cooperation with the Murmansk region governor, analyse the implementation of the project for a deep-water port on the west bank of the Murmansk seaport, and submit proposals in compliance with the established procedure on issues demanding government decisions."
