Below is the full text of the document:
1. The reports of the heads of federal executive bodies and top officials of Russian regions on the wildfire situation and measures taken to stabilise it shall be taken note of.
2. The Ministry of Civil Defence, Emergencies and Disaster Relief (Vladimir Puchkov), the Ministry of Defence (Anatoly Serdyukov) and the Finance Ministry (Anton Siluanov), jointly with regional executive bodies, shall continue their work on supplying localities bordering on forests with water tank vehicles, which should be taken out of long-term storage at the Defence Ministry and re-equipped for fire extinguishing purposes. Report on this work shall be made in an annual state report on protection of the population and the Russian regions from natural and man-made disasters.
3. The Ministry of Natural Resources and the Environment (Sergei Donskoi), jointly with interested federal and regional executive bodies, shall develop and submit to the government of the Russian Federation by October 1, 2012, proposals on updating plans and aggregate plans for wildfire suppression, on increasing the responsibility of individuals working in forests for implementing wildfire protection measures and for violations of fire safety regulations.
4. The Federal Agency for Forestry (Viktor Maslyakov) shall intensify control over the regional executive bodies exercising the powers delegated to them by the Russian Federation on implementing fire safety measures and suppressing wildfires, and on exercising fire monitoring of forests and punishing the persons guilty of causing forest fires. The Federal Agency for Forestry shall report the results to the Russian government.
5. The Ministry of Energy (Alexander Novak), the Ministry of Industry and Trade (Denis Manturov), the Ministry of Transport (Maxim Sokolov), jointly with the Federal Agency for Forestry and oil-refining companies, shall work on the issue of launching production of aviation fuel for AN-2 airplanes and report on the results to the Russian government by October 15, 2012.
6. The Ministry of Healthcare (Veronika Skvotstova) shall take control of the issue of extending aid to the regions affected by abnormally high temperatures in 2012.
The ministry should report on this work to the Russian government.
7. The Ministry of Natural Resources and the Environment (Sergei Donskoi), the Ministry of Civil Defence, Emergencies and Disaster Relief (Vladimir Puchkov) and the Federal Agency fro Forestry (Viktor Maslyakov), jointly with interested federal executive bodies, shall summarise the measures taken in 2012 on fire safety in forests, wildfire suppression and fire protection of localities and economic facilities, and report the results and make relevant proposals to the Russian government by November 26, 2012.
8. The heads of top executive bodies of state power in Russian regions (according to the list):
- shall take under their personal control the implementation of the measures included in the list of instructions of the Russian government (No. DM-P9-4524) following the results of the conference call On the Situation in Russian Regions Affected by Abnormally High Temperatures in 2012, held on July 27, 2012, paying special attention to raising public awareness on fire safety regulations, and observing the special fire protection regime and emergency situation regime in forests by executive bodies, local governments and the population. The results shall be reported to the Ministry of Natural Resources and the Environment by November 5, 2012.
- shall prepare and submit to the Russian government their properly validated proposals on extending additional manpower and equipment to support the work on preventing and suppressing wildfires.
