Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues,
Let us begin with the issue of providing free hot meals for primary school students. As per the President’s instructions, the provision of hot meals should be gradually organised in all schools before 1 September 2022.
At the moment, 7.5 million school students in almost 40,000 schools – which is over 99 percent of all schools in the country – receive free hot meals.
Regions that created all the necessary conditions for this in schools receive subsidies from the federal budget. This year, over 63 billion roubles have been allocated for this purpose.
We will provide additional funding to 34 more schools in four regions. They have done everything that is necessary to provide hot meals for primary school students starting from 1 September. These are the Khabarovsk Territory, the Murmansk Region, as well as the republics of Buryatia and Crimea.
I want to ask you to oversee the process, and, of course, the quality of meals. The childrens’ health is our key priority.
Let us move on to the preschool education.
The Government is implementing all the necessary measures to ensure a sufficient number of places at kindergartens in every region. It is important to provide children with equal opportunities to study and develop at all stages. The President has repeatedly spoken about this.
The Trans-Baikal Territory, the republics of Buryatia and Ingushetia will be provided with an additional 6 billion roubles of funding. These regions still have difficulties with providing enough places in kindergartens. This money will be used to conduct a major overhaul in kindergartens and build new ones before the end of the next year. The regions will also be able to use such subsidies for private preschools, which will add additional places.
We hope that within the next two years, these regions will be able to offer 100 percent access to preschool education, and parents will not face difficulties in enrolling their children in kindergartens.
