The aircraft construction industry needs a new revival strategy, Deputy Prime Minister Dmitry Rogozin said during a meeting on current issues that focused on the development of the military and civil aircraft building. He mentioned a Military and Industrial Commission meeting scheduled for August 14 that will consider problems related to civil aircraft production development in Russia. The Ministry of Industry and Trade together with the United Aircraft Corporation have been instructed to prepare the strategy for the corporation’s development. In addition, several reports on the execution of instructions issued by Russia’s leadership will be presented at the meeting. The focus specifically concerns amendments to the federal targeted programme on civil aircraft development to 2015, which concerns local airline aircraft production.
According to the Deputy Prime Minister, interested agencies and ministries should come up with proposals on the establishment of a regulatory framework to promote Russia’s civil aircraft. To regulate aviation industry-consumer relations, Mr Rogozin has proposed to set up an advisory body analogous to the Russian Marine Board. The new body will coordinate the work of federal agencies and ministries in the field of aviation development, in addition to designing, producing and exploiting aircraft and creating new aviation technologies.
The Deputy Prime Minister also considers it vital to legally bind state corporations to present an official outline of activities for a short-term period in the same manner as ministries.
Mr Rogozin said that it would help to see how these companies estimate their capabilities in performing state tasks of the utmost importance.
