List of substances and methods banned for use in sports updated
The list of substances and methods prohibited from use in sports, to serve as a reference for articles 230.1 and 230.1 of the Criminal Code, is brought into correspondence with the International Standard of the World Anti-Doping Agency (WADA), entitled the 2019 Prohibited List, including substances and methods banned during the in-competition and out-of-competition period.

On the establishment of Lenskiye Stolby National Park (Republic of Sakha (Yakutia)
Lenskiye Stolby (Lena Pillars) National Park with a total area of 1,217,941 ha will be created in the Republic of Sakha (Yakutia). The creation of the national park is aimed at the conservation of the natural landmarks – Lena and Buotama Pillars - in the valleys of the rivers Lena and Buotama that have a large environmental, research and recreational importance in Russia and worldwide.

Approval of the draft Agreement on Cooperation in Transport in the Caspian Sea
The Government of the Russian Federation approves the Agreement between Caspian states, which is intended to develop the Caspian Sea region as a large international transport hub with good infrastructure and a high level of cooperation in international transport between the Caspian states.

Russia’s approval of the Draft Protocol on Introducing Amendments to the Convention Between the Governments of Russia and Sweden for the Avoidance of Double Taxation With Respect to Taxes on Income
The Protocol expands the scope of the Convention’s effect through applying it to the taxes on property and capital. The amendments aim to create favourable conditions for stimulating mutual investment and an improved taxation regime for organisations engaged in Russian-Swedish relations.

Creation of Ladoga Skerries National Park (the Republic of Karelia)
The Ladoga Skerries National Park, with a total area of 122,000 hectares, will be developed in the Lakhdenpokhsky, Sortavalsky and Pitkyarantsky municipal districts of the Republic of Karelia on the northern and northwestern coasts of Ladoga Lake. The reason for creating the park is to preserve the unique natural complexes of the Ladoga Lake skerries that have no analogue in Russia and Europe. The decision will form a legal framework for providing a system of special protection for natural complexes and facilities within the national park’s boundaries.

Certain aspects of natural gas sales in Russia
In order to develop the market principles of price formation for natural gas, the signed resolution allows Gazprom and its affiliated parties to sell extracted natural gas at non-regulated prices to legal entities for the production of LNG for further export, as of 1 January 2018.

Establishing of the amount of ozone-depleting substances and the permissible production volume in 2018
The Ministry of Natural Resources and Environment annually calculates the permissible amount of production of ozone-depleting substances in Russia and the amount of specific substances contained in the permissible amount of consumption of ozone-depleting substances. This is necessary, among other things, in order to fulfil Russia's obligations under the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer.

The list of international financial institutions whose securities are allowed to be issued and publicly traded in Russia now includes the International Development Association. This decision expands the opportunities for its participation in investment projects in Russia, which will contribute, among other things, to the development of the Russian financial market.

Ensuring Russia’s readiness to meet its obligations as a signatory of the Council of Europe Convention on the Manipulation of Sports Competitions
The Council of Europe Convention on the Manipulation of Sports Competitions is aimed at combatting corruption in sport by improving state regulation of sports and betting organisations’ activities. There is a signed directive approving the plan of action to ensure Russia’s readiness to meet its obligations as a signatory of the Convention.
