Cooperation with the European Organisation for Nuclear Research (CERN) on upgrading detectors of the Large Hadron Collider (LHC) The Ministry of Education and Science has been instructed to draft supplements to the memorandums of understanding on upgrading four detectors of the Large Hadron Collider (LHC) and to make a one-time payment of 2.8983 million Swiss francs to the European Organisation for Nuclear Research (CERN) in 2017. The federal budget for 2017 provides for these allocations. The Russian Government will also earmark 330 million roubles from its reserve fund under the state programme Developing Science and Technology 2013-2020 to Russian organisations for the production, supply and assembly of equipment as Russia’s in-kind contribution to the LHC’s modernisation. Russian scientists will continue taking part in CERN’s international research.
Ministry of Economic Development, Implementing the Interreg Baltic Sea Region transnational cooperation programme in Russia The 2014-2020 Interreg Baltic Sea Region transnational cooperation programme in Russia is an instrument for the implementation of joint cross-border projects between regions of the Russian Federation, states of the European Union and Norway that promote balanced socioeconomic development in the Baltic Region. Implementation of the Programme will help foster ties between regions of Russia and EU countries, preserve common cultural values, support environmental safety, and develop infrastructure.

Ministry of Finance, Expanding the list of international financial institutions whose securities may be issued and publicly traded in Russia The list of international financial institutions whose securities are allowed to be issued and publicly traded in Russia now includes the International Development Association. This decision expands the opportunities for its participation in investment projects in Russia, which will contribute, among other things, to the development of the Russian financial market.

Ministry of Sport, Ensuring Russia’s readiness to meet its obligations as a signatory of the Council of Europe Convention on the Manipulation of Sports Competitions The Council of Europe Convention on the Manipulation of Sports Competitions is aimed at combatting corruption in sport by improving state regulation of sports and betting organisations’ activities. There is a signed directive approving the plan of action to ensure Russia’s readiness to meet its obligations as a signatory of the Convention.

Ministry of Industry and Trade, Establishing an organising committee to support the nomination of Yekaterinburg as a candidate city to host the World EXPO 2025 In May 2017, Russia applied to hold the World EXPO 2025 in Yekaterinburg from 2 May to 2 November 2025. The theme of the exhibition: "Changing the World: Innovations and Quality of Life." The creation of the organising committee will help coordinate the work of representatives of federal executive bodies, the Government of the Sverdlovsk Region as well as organisations engaged in the promotion of Russia’s application.

Ministry of Finance, Approving a draft Convention between the governments of Russia and Japan on avoiding double taxation of incomes and preventing tax evasion The signing of the Convention will allow tax payers of each contracting party to avoid paying twice on the same type of income, which will facilitate mutually beneficial cooperation between Russia and Japan and allow corresponding government bodies to exchange information in order to reveal tax offences.

Ministry of Finance, Re-equipping the UN World Food Programme auto fleet with Russian-made vehicles The signed resolution provides for up to 535 million roubles to be allocated in 2017-2018 to implement the next phase of the UN World Food Programme project to replace trucks used for transporting humanitarian aid with Russian-made vehicles, and up to $1.5 million as a special-purpose contribution to the WFP fund for the development of logistics capacity, including the integration of KamAZ trucks into regional fleets of WFP trucks. Funds for these purposes are envisaged in the federal budget.

Ministry of Natural Resources and Environment, Restrictions on the import of ozone-depleting substances to Russia A temporary quantitative restriction on the import of ozone-depleting substances to the Russian Federation in 2017 has been introduced. The purpose of the adopted decisions is to ensure a stable market of ozone-depleting substances, which are not produced in Russia, and to prevent the growth of prices for such substances. These regulatory measures contribute to the preservation of the ozone layer of the atmosphere.

Ministry of Foreign Affairs, Federal Service for Financial Monitoring, Presentation of the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism to the Russian President for submission for ratification The Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism was signed on behalf of the Russian Federation on 26 January 2009 in Strasbourg. The ratification of the Convention by Russia will improve the efficiency of Russia’s cooperation with other countries in combating the legalisation of criminal proceeds and financing of terrorism, create additional opportunities for developing international cooperation of competent authorities in identifying, seizing and confiscating proceeds from crime, and strengthen legal safeguards of this cooperation.

Electronic visa issuance for entering Russia through border crossing points in the free port of Vladivostok A directive on the peculiarities of issuing visas in the form of an electronic document and entry to Russia with such visas by citizens of foreign countries included in the respective list has been approved. The mechanism of issuing electronic visas will be introduced phase-by-phase starting on 1 August 2017 as the border crossing points are equipped with the necessary software and hardware. The introduction of simplified entry to Russia via border crossing points on the territory of the free port of Vladivostok will contribute to the investment attractiveness of the Far Eastern Federal District and the expansion of business contacts to facilitate the implementation of projects with foreign participation and increase the number of foreign tourists.

Ministry of Culture, Approving a draft Agreement between the Governments of Russia and India on film co-production by Russia The Agreement stipulates terms for granting national-film status to film co- productions, the entry of either party’s film crews into the territory of each other’s country, the temporary import and export of equipment and materials for film production and the amount of co-producers’ financial stakes.

Ensuring the launch of the Amazonas-5 telecommunications satellite (Spain) from the Baikonur Cosmodrome The communications satellite will be used for the provision of television, corporate networks and telephone services in South and Central America.
Ensuring the launch of the Sentinel-5P observation satellite (European Space Agency) from the Plesetsk Cosmodrome The satellite is intended to achieve objectives under the European Commission’s Copernicus Programme and will be used to obtain data on the composition of the earth’s atmosphere and study the climate and the quality of the atmospheric air. After reaching its designated orbit, it will be added to the national register of the European Space Agency (ESA).
Ministry of Defence, Approval of the draft Protocol between the Government of Russia and the Government of Japan on amending the Agreement on the Prevention of Incidents On and Over the High Seas The signing of the Protocol will make it possible to ensure a higher level of safety for the navigation of Russian and Japanese warships and aircraft flights in direct proximity to each other outside territorial seas.

Ministry of Finance, Measures to prevent, identify and stop suspicious financial transactions by foreign trade participants Approval has been granted to the standard draft agreement between the Federal Customs Service of Russia and a customs service (duly authorised body) of a state that is not a member of the Eurasian Economic Union on preventing, identifying and stopping suspicious financial transactions by foreign trade participants. Suspicious financial transactions are transactions by foreign trade participants involving financial means that may be used to divert funds outside the country, finance unreported imports and thus evade taxation, legalise (launder) criminal proceeds, and finance terrorism, or to pursue other unlawful goals. This resolution seeks to improve interaction between the Federal Customs Service of Russia and the customs services of foreign countries in fighting violations of the currency law of the Russian Federation.
Approval of the draft CIS Agreement on the joint use of the experimental facilities at Kazakhstan Tokamak for Material Testing The implementation of the agreement will facilitate the creation of a mechanism for conducting scientific research at Kazakhstan Tokamak for Material Testing by scientists from different countries, providing a synergistic effect through the exchange of research results, samples, materials and software.

Approval of a list of countries whose citizens can benefit from simplified entry procedures to Russia at checkpoints at the Free Port of Vladivostok A list of 18 countries has been approved whose citizens can obtain electronic single entry business, tourist or humanitarian visas when entering the Russian Federation through checkpoints at the Free Port of Vladivostok. This initiative is aimed at enhancing the investment appeal of the region and expanding business ties by facilitating projects involving foreign companies, and attracting more foreign tourists.
