Restrictions on the import of ozone-depleting substances to Russia
A temporary quantitative restriction on the import of ozone-depleting substances to the Russian Federation in 2017 has been introduced. The purpose of the adopted decisions is to ensure a stable market of ozone-depleting substances, which are not produced in Russia, and to prevent the growth of prices for such substances. These regulatory measures contribute to the preservation of the ozone layer of the atmosphere.

Presentation of the Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism to the Russian President for submission for ratification
The Council of Europe Convention on Laundering, Search, Seizure and Confiscation of the Proceeds from Crime and on the Financing of Terrorism was signed on behalf of the Russian Federation on 26 January 2009 in Strasbourg. The ratification of the Convention by Russia will improve the efficiency of Russia’s cooperation with other countries in combating the legalisation of criminal proceeds and financing of terrorism, create additional opportunities for developing international cooperation of competent authorities in identifying, seizing and confiscating proceeds from crime, and strengthen legal safeguards of this cooperation.

Approving a draft Agreement between the Governments of Russia and India on film co-production by Russia
The Agreement stipulates terms for granting national-film status to film co- productions, the entry of either party’s film crews into the territory of each other’s country, the temporary import and export of equipment and materials for film production and the amount of co-producers’ financial stakes.

Approval of the draft Protocol between the Government of Russia and the Government of Japan on amending the Agreement on the Prevention of Incidents On and Over the High Seas
The signing of the Protocol will make it possible to ensure a higher level of safety for the navigation of Russian and Japanese warships and aircraft flights in direct proximity to each other outside territorial seas.

Measures to prevent, identify and stop suspicious financial transactions by foreign trade participants
Approval has been granted to the standard draft agreement between the Federal Customs Service of Russia and a customs service (duly authorised body) of a state that is not a member of the Eurasian Economic Union on preventing, identifying and stopping suspicious financial transactions by foreign trade participants. Suspicious financial transactions are transactions by foreign trade participants involving financial means that may be used to divert funds outside the country, finance unreported imports and thus evade taxation, legalise (launder) criminal proceeds, and finance terrorism, or to pursue other unlawful goals. This resolution seeks to improve interaction between the Federal Customs Service of Russia and the customs services of foreign countries in fighting violations of the currency law of the Russian Federation.

Budget allocations for implementing a joint project with the WHO on further strengthening capability in emergency medical services readiness and response
In 2017-2018, a new project will be implemented to further strengthen the WHO’s capability in emergency medical services readiness and response. This project is expected to last for two years, and provides for the allocation to the WHO of $3.5 million as a targeted voluntary contribution with a view to further enhancing WHO medical logistics capabilities and ensuring emergency response and training. The WHO will use these funds to purchase various medical modules and build up stocks at UN humanitarian warehouses. Aid receivers (the government or health ministry of the affected country) will be designated by Russia. The delivered medical modules shall bear Russian labels. The Russian embassies in aid receiving countries will take part in the delivery of medical modules to the local authorities. The funding to this effect has been factored in the federal budget for 2017 and 2018-2019 planning period.

The draft agreement allows visa-free travel between Russia and Iran for organised tour groups (5 to 50 people) for up to 15 days.

The national park covering 43,697 hectares will be created in the Ulyanovsk Region, with the goal of preserving the unique woodland and steppe of the Middle Volga in the Sengilei Chalk Mountains.

The draft law would authorise the Russian Government to introduce a ban on the sale of certain categories of goods, primarily those that were brought into any of the Eurasian Economic Union member-countries with import duties assessed at a rate different from the Union’s common customs tariff rates.

Submitting to the State Duma draft laws on Russia’s accession to the Montreal Convention for the Unification of Certain Rules for International Carriage by Air
The adoption of the draft laws will make it possible to introduce into Russian laws the legal system for international carriage by air established under the Montreal Convention and provide a competitive environment for air carriers and consumers of their services. Under the Montreal Convention, electronic means of recording, storing and processing documents of carriage are introduced for all international carriage by air. The norms of the Air Code are brought in line with the Montreal Convention. In particular, the timeframe for the carriage of passengers by air is defined as the period of their presence on board the aircraft, as well as the period of embarkation and disembarkation. The drafts specify the deadlines for submitting compensation claims for damage to (destruction, loss of) baggage, cargo, or postal items.
