Deputy Prime Minister Marat Khusnullin participated in the meeting of the Volga-Yangtze Interregional Cooperation Council, held in Kazan under the joint chairmanship of Presidential Plenipotentiary Envoy to the Volga Federal District Igor Komarov and Vice Premier of the State Council of People’s Republic of China Zhang Guoqing.

“The Council, established by President of Russia Vladimir Putin and President of the People’s Republic of China Xi Jinping is crucial for advancing bilateral economic partnership, reinforcing friendship and trust between our nations. As in Russia, China implements numerous state programmes and projects aimed at enhancing infrastructure and quality of life. Continuous dialogue with foreign colleagues enables us to exchange valuable expertise and achieve new outcomes. Significant potential exists in developing transport corridors, housing construction, utilities, master planning, intelligent transport systems, and river port expansion. I am confident that Russian-Chinese collaboration will continue to strengthen,” affirmed Marat Khusnullin.
Presidential Plenipotentiary Envoy to the Volga Federal District Igor Komarov emphasised that the cornerstone of cooperation within the Volga-Yangtze framework lies in expanding the contractual foundation for collaboration.
“Fifty-four framework agreements on trade, economic, scientific, technical, and cultural cooperation have been concluded between regions of the Volga Federal District and provinces in the upper and middle reaches of the Yangtze River. The Chuvash Republic and Nizhny Novgorod Region, alongside the Republics of Bashkortostan, Mordovia, and Tatarstan, as well as the Samara and Saratov regions, lead in the number of signed agreements. Foreign trade indicators demonstrate mutual interest and positive growth in our nations’ partnership. In 2024, trade turnover between Volga Federal District regions and China increased by 6.9 percent year-on-year. For most regions in the district, China remains the principal trade partner,” noted Igor Komarov.
Additionally, at Kazan Federal University, the Deputy Prime Minister attended the opening of the 8th Forum of the Volga-Yangtze University Association. The association comprises approximately 90 Russian and Chinese universities conducting joint educational programmes in digital economics, nuclear and oil-gas technologies, geology, medicine, culture, and Russian-Chinese language studies.
Marat Khusnullin and the Chinese delegation toured the university museum, showcasing rare exhibits including a 19th-century map of Beijing created by pioneering orientalist Nikita Bichurin, a 1737 atlas of China, and other artefacts. Subsequent visits included Kazan’s IT Park and the Kazan Kremlin.
Marat Khusnullin, alongside Zhang Guoqing, Igor Komarov, and Rais of the Republic of Tatarstan Rustam Minnikhanov laid flowers at the Eternal Flame of the Glory Memorial colonnade. This year, at the invitation of President of Russia Vladimir Putin, President of the People’s Republic of China Xi Jinping visited Moscow to mark the 80th anniversary of Victory in the Great Patriotic War.
