Mikhail Mishustin’s opening remarks:
Good afternoon, colleagues.
Today, we will continue to discuss the further development of Russian Post, one of the largest Russian companies and one of particular importance due to its role in linking regions and uniting people living in different parts of our vast country.
In addition to its core services such as delivering letters, parcels and newspapers, the company also offers additional services of high social significance. People use post offices to conveniently pay their utility bills, receive pensions and benefits, pick up their online purchases, send money transfers and requests to government agencies, which makes living in small villages and hard-to-reach areas more comfortable.
We considered these issues and reviewed the company’s performance at the previous strategic session. We analysed the respective management decisions and the ongoing modernisation of its branches. Now we need to work out steps to improve Russian Post’s efficiency.
In his May executive order, the President outlined national development goals. In particular, they are aimed at building a sustainable and dynamic economy and implementing effective social policies; the new national projects, which will be launched as early as January 1, will serve this purpose.
The new version of the national postal operator’s development strategy should also be updated to align with the objectives the President set, primarily the digital transformation of key industries, automation of production processes and achieving technological leadership.
Russian Post is already making progress along these lines. Over the past four years, the number of digital mail items has increased by 150 percent – every second letter is now sent using digital technologies.
Parcels have also become easier to send, while the use of barcodes significantly cut the processing and delivery time. However, the use of such services should be further expanded,and more convenient services need to be created based on feedback from individual users and businesses.
It is also necessary to improve Russian Post’s operational and IT systems and use robotic capabilities in its logistics centres based on domestic solutions and developments to avoid dependence on foreign suppliers.
Such measures are necessary to increase the accessibility of its services, to develop remote services and ensure faster delivery to meet the demands of the time and, most importantly, the needs of our people.
It is important that the strategy contain clear goals as well as the mechanisms to achieve them, taking into account the available infrastructure, resources and competencies.
