Mikhail Mishustin: Good morning, colleagues.
The Government is actively working to enhance the conditions for attracting investment into the economy. We are revising the regulatory framework associated with agreements on the protection and promotion of capital investments, specifically addressing environmental impacts and natural resource usage guidelines
The protection and promotion of capital investments is a crucial tool for encouraging investment activities. It allows businesses to utilise a stabilisation clause, which enables them to maintain tax conditions, land use regulations, urban development parameters, and government assistance measures for a specified period, even if changes occur at the national level. Additionally, it provides for partial reimbursement of infrastructure expenses and interest on loans through tax deductions, which is vital for executing long-term capital investments that require significant financing and have lengthy payback periods, especially when the construction and operational phases extend beyond one year.
Currently, there are 75 agreements in place, spanning all federal districts. The total investment is nearing 4.2 trillion roubles, which is expected to create over 60,000 new jobs, with nearly 30,000 already established.
Approximately one-third of these agreements pertain to mineral extraction, while the remainder focuses on projects in more advanced processing stages, including the chemical, food, and consumer goods industries, as well as agriculture, forestry, transport infrastructure, metallurgy, mechanical engineering, pharmaceuticals, and other sectors.
We anticipate that these changes will boost entrepreneurs’ interest in this tool.
Now, regarding the development of Russian regions, particularly the most remote areas, it is
essential that people in these regions have the same opportunities as residents
throughout the country. This includes our westernmost region, the Kaliningrad
Region, which is home to approximately 1 million citizens and has a unique
geographical location.
We will help the region in upgrading public urban transport – this is the aid that Governor Alexei Besprozvannykh asked for, – we will allot almost half a billion roubles for purchasing modern Russia-made trolleybuses this year.
Such vehicles will provide for a better level of transport services and make the rides more comfortable and reliable, which will improve the connectivity between the region’s districts.
High environmental friendliness of electric transport is also important. Especially considering the implementation of the federal project Five Seas and Lake Baikal. The project is intended to create year-round resorts of all-Russian significance, including on the Baltic Sea.
The President emphasised that the resources invested should bring maximum benefit to people.
We expect such work to continue in the future.
Now – to the road building complex. Its main objectives include: improving regions’ connectivity, providing for timely cargoes delivery as well as quick and safe movement of people between populated localities.
For this purpose, we are building and putting in proper order roads with the relevant infrastructure all around the country. This work is being done under the specialized national project Safe Quality Roads. Starting next year this work will be continued under the new national project Infrastructure for Life. It also includes one much needed event – Safe Roads all-Russian online Olympiad, thanks to which schoolchildren and their parents can get useful knowledge about proper conduct on the road, be they pedestrians, bicycle riders, drivers or passengers.
Millions of children and adults take part in it every year. And, as a rule, in October we summarise its results.
Mr Khusnullin, tell us more about how this event was conducted. And in general, about the results of work of the road complex this year.

Last years, the road framework in Russia has improved significantly. New motorways are being built actively, international transport corridors are developing, and the existing roads are being repaired thanks to the comprehensive approach to the road network development.
Special focus is placed on regional and municipal roads, the construction of bridges and interchanges, as well as the restoration of the road network in the new regions.
Improving the traffic safety is also a priority task of ours. In order to do this, we are actively working to create a comfortable and, what’s most important, reliable infrastructure both for drivers and pedestrians.
Here, I would also like to underline the importance of educational work. Effective tools for informing both adults and children about the rules of conduct on the roads are extremely important.
The Safe Roads All-Russian online Olympiad held as part of the national project is one of these tools. It helps schoolchildren learn these rules.
Using simple examples, its tasks explain how to behave on the street and in the public transport, as pedestrian or passenger, of when cycling or riding a scooter. The game format helps digest the information. The online competition was held for the fifth year in a row.
Almost 5.5 million schoolchildren took part in it on 24 September – 27 October, which is 10 percent higher than last year.
Over all the five years, the 20.8 million participants have already increased their level of road literacy.
I would like to separately mention the regions with the most participants. These are the Ivanovo, Tambov, Belgorod and Tula regions, as well as the Republic of Mordovia.
The safety of children is one of our main priorities. As traffic flow in the country grows and the road network expands, knowledge of traffic rules is becoming extremely important and the Olympiad is becoming especially relevant.
I will speak briefly about the preliminary results of the road complex performance this year.
Over 7,000 km of roads have been built, renovated or brought up to standard since the beginning of the year. Over 100 million sq m of asphalt has been laid in the regions.
The Safe Quality Roads national project has remained a powerful driver of the industry’s development for the sixth year in a row.
The national project set the goal of bringing at least 60 percent of regional and intermunicipal roads in each region to standard by 2030, as well as 85 percent of roads in the largest urban agglomerations.
Today, almost 54 percent of roads in the regions and 83.3 percent in agglomerations have already been brought up to standard.
As part of the national project, we are both constructing new road facilities and renovating existing ones. Since the project began, we have repaired, reconstructed, and built over 100,000 kilometres of regional and local roads.
Mr Mishustin, thanks to the support of the President and your ongoing focus on the industry, the outcomes of this extensive effort are becoming evident: regions are better connected, travel times are shorter, and road safety is improving.
The most significant impact is on the quality of life for our citizens. The national project Safe Quality Roads consistently ranks among the top three most recognised and sought-after initiatives by the public.
Although this project concludes this year, as you have mentioned, we will continue our efforts next year under the new comprehensive national project Infrastructure for Life. We have ambitious goals ahead, and there is much work to be done.
At the same time, road construction is aiming to increase the volume of work while maintaining the current pace. This is our top priority. We are placing special emphasis on road safety, and in this regard, we continue to engage in active educational efforts, including initiatives like the Safe Roads Olympiad.

After all, the life and health of individuals and those around them, including children, depend on how responsibly a person behaves on the roads and streets. The sooner they acquire this knowledge, the safer it will be for everyone.
