The meeting took place on the sidelines of the Shanghai Cooperation Organisation Heads of Government Council Meeting.
Excerpts from the transcript:
Mikhail Mishustin: Mr Prime Minister, I am glad to meet you. First of all, I want to convey sincere wishes to the President of Mongolia Mr Ukhnaagiin Khurelsukh from President of Russia Vladimir Putin and myself.
Mongolia is our strategic partner in the Asian-Pacific region. Our long-standing relations are based on friendship, common history and respect for each other’s interests.
On 3 September, our leader, President of Russia Vladimir Putin, paid a historic visit to Ulaanbaatar, which was dedicated to the 85th anniversary of the victory in the Battle of Khalkhin-Gol. And this once again confirmed the interest of our peoples in continuing our multifaceted cooperation and friendship.
The Russian side pays great attention to expanding trade and economic cooperation with Mongolia. In particular, from January to August, our trade increased by 21 percent.
Our intergovernmental commission is fully functional, and Minister of Natural Resources Alexander Kozlov is supervising it on behalf of Russia.
We have many projects. We are working together on strategies in energy, industry, agriculture and humanitarian area.
We also pay much attention to our humanitarian contacts, education and training. Over 70,000 Mongolian citizens have graduated from Russian universities. Some members of your delegation speak perfect Russian and are well-versed in Russian culture and history. We welcome this in every possible way.
Peoples of Russia and Mongolia are united by cultural and humanitarian ties. I believe that with further cooperation we will find a lot of new ideas and projects in various areas.
You and I, Mr Erdene, have a packed agenda. I am ready for our bilateral talks.
Luvsannamsrain Oyun-Erdene (retranslated): Mr Mishustin, I am very glad to meet with you again. We are meeting again following our meeting in Bishkek, where we also held a SCO session. We are happy to celebrate a historical day together: the 85th anniversary of the joint victory in the Battle of Khalkhin Gol. Back then, the President of the Russian Federation made a very successful visit to Mongolia to mark this date. We know that your grandfather took part in that battle. The Mongolian people highly appreciate your family’s contribution to the joint victory.
I would like to note that some time has passed after Bishkek, but all the agreements and proposals we discussed there have already been implemented, even if only partially . I would also like to emphasise that the commission is operating successfully, above all thanks to the active work of Mr Kozlov, Russia’s co-chair of the Mongolian-Russian Intergovernmental Commission.
The proposal to organise a SCO Heads of Government summit you made in Bishkek has been carried out. Today, the first meeting of the Heads of Government of both member and observer countries of the Shanghai Cooperation Organisation took place. It was quite successful.
This November, our Minister of Finance, as well as the Governor of the Central Bank, Mongolbank will visit Russia to address the issues we discussed with you, in order to agree on ensuring financial settlements between our countries.
